About this file
This document is a Presolicitation Questions and Answers (Q&A) file for a Marine Insurance Brokerage and Fleet Protection and Indemnity (P&I) Insurance Services solicitation for US Maritime Training Ships. The Maritime Administration (MARAD) is seeking a marine insurance broker to establish a fleet P&I policy with $1 billion coverage for six training ships operated by State Maritime Academies. The vessels include T/S EMPIRE STATE, T/S PATRIOT STATE, T/S GOLDEN BEAR, T/S GOLDEN STATE, T/S STATE OF MAINE, T/S LONESTAR STATE, and T/S STATE OF MICHIGAN, with midshipmen/crew ranging from 73 to 760 per vessel.
The Q&A provides detailed insights into the insurance coverage, including current insurance with the American P&I Club on a fixed premium basis, a $10,000 per incident deductible (with a $100,000 annual maximum), and confirmation of no claims in the past five years. The vessels' primary mission is training midshipmen to be merchant marine officers, with a secondary mission of supporting FEMA during disaster operations. The ships conduct annual 60-65 day training cruises in international waters, visiting ports in South America, Caribbean, Europe, and the western Pacific, and may be used for humanitarian relief efforts.
