About this opportunity
The U.S. Maritime Administration's Office of Marine Financing issued a solicitation on July 14, 2026, to establish a pre-qualified pool of Independent Financial Advisors (IFAs) to evaluate the economic soundness of projects proposed for government-guaranteed loans under the Federal Ship Financing Program (Title XI), with responses due by February 28, 2027. There is no set-aside; the pool is open to all qualified firms.
The solicitation operates in two phases. Phase One requires offerors to submit non-priced Initial Proposals demonstrating key personnel qualifications, staffing approach, and relevant experience with Title XI or other Federal Government Lending Programs. MARAD evaluates proposals as either Technically Acceptable or Technically Unacceptable with no limitation on pool size; acceptable offerors remain eligible to compete for five years. Key personnel must possess a master's degree and 5 to 20 years of experience with Federal Government Lending Programs. Phase Two involves periodic competitive announcements from MARAD to the qualified pool requesting quotations for specific Title XI financing applications, with awards made on a best-value basis considering past performance, price, and other evaluation factors.
Contract work includes detailed financial analysis such as evaluating economic soundness, analyzing audited financials, calculating financial ratios, developing repayment structures, assessing management strength, reviewing market feasibility, and negotiating credit agreements. Two award types are available: At Cost to the Government (funded by Federal funds with full FAR compliance) and No Cost to the Government (directly invoiced to the Title XI applicant). Submissions must be sent to marinefinancing@dot.gov and must include conflict-of-interest certifications and adherence to confidentiality and organizational conflict-of-interest provisions.
