The Mission and Installation Contracting Command (MICC) at Fort Leonard Wood intends to solicit a total small business set-aside Firm Fixed-Price contract to replace and upgrade two marquee signs at the Fort Leonard Wood Army Installation, with formal solicitation expected to issue on or about September 12, 2026 (15 days from the August 28 publication date).
The requirement encompasses one-time design, fabrication, mockup, delivery, and installation of two outdoor LED digital displays with integrated cellular modem/router and cloud-based content management system. One sign will measure 4'2" by 6'4" (double-sided, wall-bracket mounted at Replacement Avenue); the second will measure 3'2" by 7'4" (double-sided, vertical pole-mounted with aluminum cabinet at Iowa Avenue). Both signs must support full-color displays, front serviceability, borderless design, and the ability to upload custom images, video clips, and multi-frame messages. The contractor must provide an industrial-grade, carrier-unlocked cellular modem compatible with Verizon, AT&T, and T-Mobile; a web-accessible CMS with role-based access controls for at least five users; and a pre-activated commercial cellular data plan with unlimited data (or minimum 5GB high-speed monthly per sign) for five years post-acceptance at zero monthly recurring cost to the government. The CMS must be provided as either a perpetual license or fully prepaid five-year subscription within the base contract price. Performance occurs at Fort Leonard Wood (Monday–Friday, 0800–1600 hours, excluding federal holidays) with total project completion required within 120 days of award and installation within 2–5 weeks of sign delivery.
The estimated contract value is between $58,000 and $68,000. NAICS 339950 (Sign Manufacturing) applies, with a 500-employee size standard. The contracting office will use Simplified Procedures under FAR Part 12 and award on a firm fixed-price basis.
