About this file

This is a Statement of Work (SOW) for digital sign upgrades at Fort Leonard Wood, a Department of the Army facility. The government seeks to upgrade two large permanent marquee signs located at Replacement Ave and Iowa Ave to enable dynamic, coordinated messaging about installation events, graduations, Army Community Services, and campaigns.

The contractor must fabricate and install two outdoor LED digital signs with specific dimensions and capabilities: Sign 1 (Replacement Ave) requires a 4'2" x 6'4" double-sided LED display with wall bracket mounting, and Sign 2 (Iowa Ave) requires a 3'2" x 7'4" double-sided LED display with vertical pole mounting and aluminum cabinet construction. Both signs must support full-color displays, borderless design, front serviceability, and the ability to upload custom images and video clips. Critical to the solution is an integrated industrial-grade cellular modem/router (carrier-unlocked, compatible with Verizon, AT&T, T-Mobile) and a cloud-based Content Management System (CMS) software accessible via standard web browsers, supporting at least five user accounts with role-based access controls and native support for JPEG, PNG, MP4, and multi-frame content. The contractor must provide a pre-activated commercial cellular data plan with unlimited data (or minimum 5GB high-speed monthly per sign) for five years from government acceptance, fully funded by the contractor at zero monthly recurring cost to the government. The CMS must be provided as either a perpetual license or fully prepaid five-year subscription included in the base contract price. The cellular connection must use secured VPN or private APN technology, and the contractor must provide documentation for transferring account ownership to the government after five years.

Additional responsibilities include removing and disposing of existing outdated LED signs, conducting on-site installation or sub-contracting installation, power testing, providing user manuals in both electronic and printed formats, and delivering operator training to up to five government personnel for no more than one hour. The contractor must comply with all applicable security policies, complete Level I OPSEC training (for contracts exceeding 30 days), AT Level I awareness training (Course #JS-US007-14) within 10 calendar days of award, and iWatch training within 10 calendar days of award. Performance must occur at two Fort Leonard Wood locations during Monday-Friday, 0800-1600 hours, excluding federal holidays, with total project completion required within 120 days of contract award and installation occurring within 2-5 weeks of sign delivery. The government provides electrical service to within 3 feet of each sign and furnishes location/measurement specifications; the contractor manages final power connections from that point. Key deliverables include training certification and installation pass request (NTE 10 business days after award), mock-ups (NTE 10 business days after award), connection/installation/testing completion (NTE 120 days after award), and user training delivery (NTE 5 personnel, 1 hour, virtual or in-person).
