About this opportunity
The Transportation Security Administration announced a pre-solicitation notice for TSA Gold+, a public-private partnership initiative to modernize aviation security screening at select U.S. airports, with an IDIQ Request for Proposal due in mid-July 2026. The program is voluntary and non-mandatory for airports; procurement costs must not exceed the government's current staffing cost baseline at each participating airport.
TSA Gold+ shifts the agency from operator to regulator while contractors deliver integrated, outcome-based solutions encompassing workforce, technology, equipment, and maintenance. Contractors must establish program management with a Program Manager holding minimum 15 years of experience, including 10 years in comparable federal programs, and maintain financial viability through escrow accounts or equivalent mechanisms sufficient to fund 180 days of screening operations. Performance metrics span threat detection rates, throughput, workforce professionalism, and customer service, monitored through government quality assurance surveillance. All operational data generated during screening—images, performance metrics, analytics—remains government-owned; contractors may use data for contract performance and technology improvement subject to TSA approval only.
The IDIQ contract carries a planned 10-year ceiling of $12.9 billion structured as one base year plus nine option years. A two-phase evaluation follows: Phase 1 down-select in late July 2026 evaluates contractor capability across six criteria (technology, staffing, performance management, management approach, financial capability, past performance); Phase 2 solicits airport-specific task order proposals due in late August 2026 with award targeted for mid-to-late September 2026. TSA Gold+ is authorized under 49 U.S.C. § 44920 (Screening Partnership Program statutory authority).
As of June 12, 2026, TSA released the Industry Day attendee list (approximately 400 participants from federal agencies, airports, airlines, technology vendors, and consulting firms), presentation slide deck, and a consolidated Q&A document addressing contractor questions on equipment ownership, cybersecurity requirements, data governance, personnel transition obligations, and task order pricing constraints.
