About this file

This is an Industry Day presentation for the TSA Gold+ program, a public-private partnership initiative for modernizing airport security screening operations.

TSA Gold+ represents a next-generation screening model that combines federal oversight with private sector technology and staffing to address current capacity and innovation constraints. Unlike the legacy Screening Partnership Program, Gold+ includes contractor responsibility for staffing, technology, and maintenance—creating a comprehensive "Screening as a Service" offering. The program is not a reduction in security, not mandatory for airports, does not require airport cost contributions, and maintains robust TSA security oversight. The solicitation employs a two-phase evaluation approach: an Indefinite Delivery/Indefinite Quantity (IDIQ) Request for Proposal due in mid-July 2026 evaluates contractor capability to deliver an integrated Gold+ system across six criteria (technology solution and innovation, staffing and workforce management, performance and outcome management, management approach and transition plan, financial capability, and past performance). A Phase 1 down-select occurs in late July, followed by airport-specific Task Order RFPs due in late August 2026 for Phase 2 evaluation, with award and obligation targeted for mid-to-late September 2026. The Draft Performance Work Statement identifies core responsibilities including program management, technology implementation, cybersecurity, security screening operations, and outcome-based performance management with financial incentives and disincentives. The contract will provide improved certainty through a 5-to-10-year term and is authorized under 49 U.S.C. § 44920 (Screening Partnership Program statutory authority).
