About this opportunity
The Naval Sea Systems Command is issuing a pre-solicitation notice of intent to sole source Phased Array Ultrasonic Testing (PAUT) Level II training to Lavender International Non-destructive Testing USA, LLC, with a capability statement submission deadline of August 17, 2026. This is a Total Small Business set-aside procurement under Simplified Acquisition Procedures at or below the simplified acquisition threshold.
Place of performance is the Naval Surface Warfare Center Philadelphia Division, located at 5101 South 18th Street, Building 1000, Philadelphia, PA 19112. The contractor will deliver 80 hours of dedicated on-site PAUT Level II technical training to 12 individuals. The curriculum must be identical to the PAUT Level II course currently provided by Lavender International to NAVSEA Public Shipyards under existing contracts to ensure standardization and certification compatibility across the Navy enterprise.
Contractor personnel must possess ASNT UT NDT Level III certification or equivalent and demonstrate proficiency in PAUT instruction with a minimum of 5 years of teaching experience. All contractor personnel must complete security and site access procedures, including SECNAV5512/1 form submission to NSA Philadelphia at least 10 days prior to training and a NSWCPD Visitors Request Form submission one business day prior to visit. The contractor is responsible for providing all necessary equipment (5 sets of PAUT units, probes, arrays, wedges, encoders), test pieces, course materials, procured and graded exams, and certificates of completion. The base contract period is one year from award. The NAICS code is 611430, Professional and Management Development Training. The sole source justification cites Navy requirements for compliance with ASNT SNT-TC-1A standards and the necessity of using the specific curriculum already in use across NAVSEA Public Shipyards.
