About this opportunity

The Medicaid and CHIP Payment and Access Commission (MACPAC), a nonpartisan legislative branch agency, is seeking to establish a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for conducting comprehensive research and analysis on Medicaid and the State Children's Health Insurance Program (CHIP). The agency requires contractors capable of performing short and long-term studies across various domains, including payment structures, program access, quality assessment, managed care, program integrity, spending analysis, and long-term services and supports. Potential offerors must demonstrate competence in at least three critical research areas: stakeholder information gathering, environmental scanning, conducting limited surveys, analyzing administrative data, and performing policy modeling and simulations. The procurement will be conducted as a full and open competition, with the complete Request for Proposals (RFP) scheduled for release on May 7, 2025. Interested parties are instructed to direct any questions to contracts@macpac.gov before the submission deadline of May 7, 2025.

The contract opportunity does not have a specific set-aside designation and will be open to all qualified contractors. The IDIQ contract will span a decade, with a performance period from October 1, 2025, through September 30, 2035, operating under the North American Industry Classification System (NAICS) code 541720 for Research and Development in the Social Sciences and Humanities. No predetermined number of awards has been specified, which suggests potential for multiple contractors to be selected based on their demonstrated capabilities. The procurement will leverage the PSC category G007 for Social Government Health Insurance Programs, indicating a focused approach to research and analytical services. While specific budget ranges are not detailed in the pre-solicitation notice, the extensive contract duration and broad research scope suggest a potentially significant investment in understanding and improving Medicaid and CHIP program dynamics.
