About this opportunity
The Combat Capabilities Development Command - Armaments Center (DEVCOM-AC), a component of the Department of the Army, is conducting market research to assess business capabilities for providing an enterprise-level National Instruments (NI) LabVIEW software license. The software is a systems engineering solution designed for test, measurement, and control applications, supporting data acquisition and engineering system development across multiple operating platforms including Windows, UNIX, Linux, and MAC OS X. The specific procurement is for a LabVIEW Enterprise License Software Agreement (manufacturer part number BD303207) that can support up to 1,000 users for an initial base year, with potential renewal options for four additional years. This pre-solicitation notice is intended to gather market intelligence and understand potential vendor capabilities for this specialized software license. The market research response period runs from February 20, 2025, to March 2, 2025, with potential interested vendors encouraged to review the notice carefully.
The pre-solicitation notice does not indicate any specific set-aside designations, meaning the opportunity appears to be open to all qualified vendors. The contract falls under NAICS code 513210 for Software Publishers and PSC code 7A21 for IT and Telecom Business Application Software. While no specific award value is mentioned, the enterprise license scope suggests a potentially significant procurement for a comprehensive software solution. The license is for a perpetual software license that would provide DEVCOM-AC with extensive engineering and testing capabilities across its organizational units. Importantly, the notice explicitly states that this is an informational request and does not constitute a formal solicitation, and no funds are available for response preparation. Potential vendors are advised that not responding will not preclude future participation in any subsequent Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).
