About this opportunity
The U.S. Embassy in Ankara is seeking a cellular phone voice and data service plan for its operations in Türkiye, covering approximately 1,300 lines across multiple locations including Ankara, Istanbul, Adana, and Izmir. The Department of State intends to award a firm-fixed-price contract with a one-year base period and two optional one-year extensions through a competitive quotation process. Prospective offerors must submit comprehensive proposals by June 23rd, 2025, at 3:00 p.m. local time, including required documentation such as SF-1449, pricing details, representations and certifications, IRS Form W-14, SAM registration proof, and cybersecurity documentation. The government will utilize a comparative evaluation method to determine the best value, which involves directly comparing offers against each other rather than using a low-price technically acceptable approach. A pre-quotation conference is scheduled for May 30th, 2025, at 10:00 a.m. at the U.S. Embassy Ankara, with interested parties required to register by May 27th, 2025.
The solicitation does not include any specific set-aside designations and covers a comprehensive telecommunications service requirement involving domestic and international calls, SMS messaging, mobile data, international roaming, voicemail, and 24/7 customer support. The place of performance is located in İşçi Blokları, 06530 Çankaya/Ankara, Türkiye, with services spanning multiple U.S. diplomatic locations in the country. While specific award values are not disclosed, the contract will support telecommunications needs for diplomatic personnel across four Turkish cities. Offerors must be registered in the System for Award Management (SAM) and meet federal responsibility standards outlined in the Federal Acquisition Regulation. The procurement falls under the NAICS category of Wireless Telecommunications Carriers and the PSC category of Network: Satellite Communications and Telecom Access Services, indicating a specialized telecommunications service requirement.

If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department.
Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.
