About this opportunity

The Defense Health Agency (DHA) is soliciting proposals for a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract to provide pre-filled syringes and bags for the Pharmacy Department at Naval Medical Center Portsmouth. The procurement covers 24 FDA-approved medications including Hydromorphone, Ketamine, Fentanyl, Midazolam, Morphine Sulfate, Norepinephrine, and various other injectable solutions, with annual quantities ranging from 20 to 4,640 units per medication type. This commercial items acquisition follows FAR Part 12 and simplified acquisition procedures under FAR Part 13, requiring contractors to demonstrate technical capability to provide required medications, maintain FDA approval, and establish delivery schedules. The government will evaluate proposals using a best value trade-off approach, with technical capabilities and past performance considered significantly more important than price, focusing on offerors' ability to meet specific medication requirements and delivery timelines. Proposals must be submitted by September 1, 2025, at 5:00 PM EST to the designated contracting officers.

This opportunity is set aside for Women-Owned Small Businesses (WOSB) with a total contract ceiling of $4,000,000. The contract structure includes a base period from October 2025 to September 2026, followed by four optional one-year extension periods extending through September 2030, providing a potential five-year performance timeline. The solicitation identifies specific maximum annual quantities for each of the 24 required medications, with detailed pricing exhibits covering each contract year from fiscal years 2026 through 2030. Performance will occur at Naval Medical Center Portsmouth in Portsmouth, Virginia. Offerors must be registered in the System for Award Management (SAM) and provide past performance documentation from relevant federal or commercial contracts within the past three years, demonstrating their capability to supply pharmaceutical products to healthcare facilities.
