About this file
This is a Request for Quote (RFQ) for pre-filled syringes and bags for Naval Medical Center Portsmouth (NMCP). The solicitation is a Women-Owned Small Business (WOSB) set-aside contract with a $4,000,000 ceiling, covering the period from 01 October 2025 to 30 September 2030, with a base year and four option years. The requirement includes providing FDA-approved medications such as Glycopyrrolate, Ephedrine Sulfate, Hydromorphone HCl, Ketamine, Neostigmine Methylsulfate, and several other pharmaceutical products, with specific maximum annual quantities for each medication.
Proposals are due by 01 September 2025 at 5:00 PM EST and must be submitted to Lisa Wilk and Carol Uebelacker via email. The evaluation will be a best value trade-off, with technical and past performance significantly more important than price. Offerors must demonstrate capability to provide the required medications, complete pricing in Exhibits A-E, confirm FDA approval, and provide an estimated first delivery date. Contractors must be registered in the System for Award Management (SAM) and will be evaluated on technical capability, past performance (based on relevant federal or commercial contracts in the past 3 years), and price reasonableness.
