The contract requires comprehensive services including overhaul, repair, conversion, and modification of specific engine types such as T700-GE-700, PT6T-3B, PT6A-67D, and PT6A-114A. Qualified contractors must be FAA Part 145 certified, maintain ISO 9001:2015 and AS 9110 certifications, and demonstrate capability to perform work according to the most current OEM specifications, service bulletins, FAA and Transport Canada Airworthiness Directives, and Department of the Army standards. The solicitation requires contractors to comply with detailed technical requirements and provide extensive documentation for all engine-related work. Proposals are due by December 18, 2024, at 15:00 Eastern Standard Time, with an amendment extending the original submission deadline.

This is a total small business set-aside contract with a minimum value of $100,000 and a maximum potential value of $40,000,000. The contract will be an indefinite delivery, indefinite quantity (IDIQ) arrangement with a five-year performance period from September 14, 2024, to September 13, 2029. The place of performance is within the United States, with specific logistics involving shipping between Melbourne, Florida and the contractor's facility. The solicitation covers multiple contract line items (CLINs) structured as firm-fixed price, time and materials, and cost-reimbursable, encompassing services like engine overhaul, hot section inspections, performance runs, conversions, field services, and engineering support. Contractors will be evaluated on past performance, technical capability, and their ability to meet stringent OEM and regulatory specifications for aircraft engine maintenance and repair.

Update #2 · Latest ·

The US Department of State is issuing a corrective action based upon the  Agency Protest submitted on November 26, 2024.

Amendment 0001 to 19AQMM24R0143 is being issued which requires the following:

1. This amendment reiterates that NAICS code associated with this solicitation is 336412, Aircraft Engine and Engine Parts Manufacturing. The NAICS code inadvertently did not print on Block 10 of the SF 1449 and was blank in Section K FAR 52.204-8. However, the SAM.GOV announcement did designate this solicitation with NAICS Code 33412.

2. This amendment also updates Section J, Attachment 2 IDIQ Pricing for Base Year and Options. Pricing for CLIN 004 is updated for offerors to provide pricing for the Engine Conversion: T700-GE-701C to 701D (FFP) only.

3. This amendment also clarifies that Purchase of Engine (CLINs 011, 26, 41 and 56) is for a Factory New Engine.

4. This amendment also requires offerors to provide supporting rational on how their proposed technical approach will comply with FAR 52.219-4 Limitations on Subcontracting.
