About this opportunity
The Department of the Air Force Headquarters District Washington is soliciting proposals for a Practitioner e-Learning contract to deliver web-based training courses on Lean Six Sigma methodologies and continuous process improvement for Air Force and Space Force personnel. The e-learning platform must provide foundational, intermediate, and advanced courses covering Strategy & Alignment, Organizational and Process Change, Innovation, and Project Management, with content featuring military examples and delivered by Air Force-approved practitioners. Key requirements include the ability to support 750 simultaneous users, track student progress, issue completion certificates, integrate artificial intelligence for interactive feedback, and maintain 24/7 accessibility with 90% accuracy. The government will evaluate proposals using a Best Value Trade-Off methodology where the Technical Approach is significantly more important than pricing; proposals must receive at least an "Acceptable" technical rating to have pricing evaluated. The deadline for submitting questions is December 1, 2025 at 1:00 PM EST, with formal proposals due by December 22, 2025 at 1:00 PM EST via email to the contracting officer and contract specialist.
This is a 100% total small business set-aside contract, and the incumbent contractor information is not disclosed in the solicitation documents. The contract will be a Firm Fixed Price arrangement with a base year running from February 8, 2026 through February 7, 2027, plus four optional one-year periods extending through February 7, 2031, with a potential six-month extension option. The government projects serving 30,000 students in the Foundational Course, 8,000 in the Intermediate Course, and 500 in the Advanced Course annually across a potential population of 625,000 Department of Air Force and Space Force employees. The pricing worksheet structure indicates contract line items for annual subscription licenses for each course level across the base and option years, though specific pricing is not disclosed in the solicitation. The place of performance is Washington, Virginia 20330, and proposals must follow strict formatting requirements with a 20-page maximum Technical Approach volume and a separate Pricing Worksheet volume.
