The National Oceanic and Atmospheric Administration seeks non-personal services to deploy and retrieve standard fishing gear for collection of biological samples from commercially important reef fishes in waters surrounding Puerto Rico, with quotations due September 18, 2026 at 11:59 PM. The procurement is set-aside for total small business concerns and carries a firm-fixed-price award basis using Lowest Price, Technically Acceptable evaluation criteria.
Place of performance is Puerto Rico waters. The contractor shall provide all labor, equipment, and materials necessary to conduct 20 days of at-sea sampling across north, west, and south regions, deploying three to six commercial fishing vessels with captains and observers to collect samples from snappers, groupers, grunts, and wrasses. Services include coordination of one observer per vessel and one laboratory observer (maximum 40 aggregate observer-days total), purchase of field equipment such as handheld CTD devices and non-chemical biological supplies, training of field personnel in sampling methodologies, development of data entry systems with quality assurance/quality control measures, and monthly progress meetings with Sustainable Fisheries Division staff.
The base period runs from date of award through December 31, 2027, with two optional one-year periods (September 1, 2027–August 31, 2028, and September 1, 2028–August 31, 2029). (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 1333MF26Q0115 is issued as a request for quotation (RFQ), for Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary to perform deployment and retrieval of standard fishing gear to collect biological samples from commercially important reef fishes, including, but not limited to, snappers, groupers, grunts, and wrasses in waters surrounding Puerto Rico (20 days at sea) and providing the required documentation to the Sustainable Fisheries Division in accordance with the statement of work.

ALL INVOICES MUST BE SUBMITTED VIA IPP IN ARREARS

Period of performance shall be:

The start date is an estimate and is subject to new funding approval processes. If there is a significant delay in awarding this contract, a shortened base year Period of Performance may be utilized or an updated quote may be requested with a new 12-month base year and corresponding option years.
