Offerors may submit quotes on the provided SF-18 form or their own company form, with evaluation based on FAR clause 52.212-2 attached provisions.

1. CLIN 0001 shows a quantity of 20 DA. Is that twenty vessel-days in total across the three to six vessels, or twenty calendar days with several vessels out at once? And are both observers expected aboard on each day at sea?
The survey design is based on monthly sampling. This involves a total of no more than 20 vessel-days, meaning 20 field trips with fishers.
2. Would it help the evaluation if the technical quote describes the specific vessels and captains we plan to charter, and will the SEFSC Cooperative Research Program lobster vessel network be available for scheduling under this contract?
Yes, providing specific vessels and captains would help the evaluation so we can ensure they are PR vessels and captains. The SEFSC does not run a lobster vessel network; I think that refers to another contractor who hired lobster vessels for a different project.
3. Section II and the SAM notice run the base period through December 31, 2027, while SOW section IV ends it on August 31, 2027 and starts Option 1 on September 1, 2027. Which dates should the quote carry?
The base period sampling ends on August 31, 2027, but 90 days is provided for the final report, which is why we added December 31, 2027. We want option 1 to start on September 1, 2027 so we can continue the monthly sampling. Base and option periods end in December.
4. The SOW states that the vessel daily rate includes an observer onboard and separately states that two observers will be required to collect biological samples and data for a maximum of 40 days. Can the Government clarify whether two observers are required onboard each vessel during each sampling trip, or whether the two-observer requirement refers to the overall field team? If two observers are required aboard a vessel simultaneously, is there flexibility based on vessel size, safety, and available working space?
Additionally, can the Government confirm whether the “maximum of 40 days” represents 40 aggregate observer-days?
One observer onboard the vessel and one observer in the lab to process samples. Yes, 40 aggregate observer-days.
5. CTD requirement The SOW states that the contractor will purchase field equipment and non-chemical biological supplies, including a “handheld CTD or similar.” Can the Government clarify whether a handheld CTD or similar device is required aboard each vessel during each sampling trip, or whether one device may be utilized across the sampling program? Additionally, what equipment or data sources would the Government consider acceptable as “similar” for purposes of this requirement?
Yes, it is required and one device is sufficient since the design is one sampling trip a day. An acceptable option is a YSI.
6. Regional coverage expectations The SOW states that vessel days do not need to be concurrent and anticipates sampling in the north, west, and south regions of Puerto Rico. Can the Government confirm that sampling may be conducted

sequentially across these regions, rather than requiring simultaneous vessel operations in multiple regions?
Yes, the sampling may be conducted sequentially.
7. Sampling schedule and period of performance The SOW anticipates four sampling periods per year at approximately 4–6 days per sampling period and also references monthly sampling to account for seasonality. Can the Government clarify the intended scheduling of the 20 required days at sea during each performance period, including whether the four sampling periods must occur during specified months or seasons?
Additionally, Section II identifies the base period as date of award through December 31, 2027, while Section IV states that work will be completed within 12 months of contract award with an additional 90-day period for final report writing. Please confirm the intended base period of performance and corresponding option periods.
The preferred sampling period is from October to July, with two trips per month. The fieldwork and laboratory work, including data entry, will be completed within 12 months of the contract award; only the final report may be completed during the additional 90-day period.
8. Quotation deadline extension Given the operational, safety, insurance, and teaming considerations involved in preparing a technically sound and compliant response, would the Government consider extending the quotation response deadline to allow offerors sufficient time to confirm local staffing, insurance coverage, pricing, and methodology?
