About this opportunity

The 97th Contracting Squadron at Altus Air Force Base, Oklahoma is procuring one HD Trailer Mover (referred to as a Power Pusher) through Request for Quote FA4419-25-Q-0040. The Department of the Air Force Air Education and Training Command requires this specialized electric/battery-operated equipment capable of pushing/pulling 35,000 pounds to maneuver C-17 Over-wing rescue stands, KC-46 body fuel tank trailers, and hangar doors at the 97th Maintenance Squadron. Offerors must be registered in the System for Award Management (SAM) database and meet 14 specific technical requirements including compatibility with 120/220 volt outlets, operation capability in wet and dry conditions, and safety features such as emergency braking switches and warning systems. The government will evaluate proposals based on two factors: Price and Technical Acceptability, awarding to the responsible offeror whose quote is most advantageous, with preference given to the technically acceptable quote with the lowest evaluated price. Questions must be submitted by July 30, 2025 at 11:00 AM CST, with proposals due August 5, 2025 at 11:00 AM CST to SSgt Ethan Sweet and Kelsey Brightbill.

This procurement is designated as a 100% Small Business Set Aside under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance). No incumbent contractors or current service providers are identified in the solicitation documents. The solicitation does not specify a contract value or budget range, requiring only the procurement of one unit of the Power Pusher equipment. Performance will take place at Altus Air Force Base, Oklahoma, specifically with delivery to Building 285. The technical evaluation will focus on only the three lowest-priced quotes that meet the minimum technical acceptability standards, and offerors must ensure their submissions remain valid for at least 30 days after the solicitation closing date.
