About this opportunity
Army Contracting Command anticipates soliciting scalable, turn-key portable power generation, fuel management, and maintenance support for contingency troop staging operations across U.S. Army installations in Hawaii, with responses due by September 24, 2026. This is a Sources Sought notice for market research purposes; the requirement may be set-aside for small business categories following evaluation of responses.
The staging platform initiates at 2,000 personnel and surges to 6,500 personnel. Primary performance occurs at Schofield Barracks, Oahu, with contractors required to maintain operational and logistical capability to rapidly mobilize assets across additional installations statewide, including Pohakuloa Training Area.
The Army is evaluating four acquisition approaches: commercial lease of equipment only; outright purchase of equipment only; commercial lease plus service maintenance; and outright purchase plus service maintenance. Responses must address administrative data, technical capabilities across six focus areas (fleet availability, buy-versus-lease assessment, island logistics, maintenance service-level agreements, fuel management, and staffing interfaces), and rough order of magnitude pricing for baseline and surge scenarios.
Applicable NAICS codes are 532490 (Other Commercial/Industrial Machinery Rental, $40.0 million revenue threshold); 335312 (Motor and Generator Manufacturing, 1,250 employees); 811310 (Equipment Repair & Maintenance, $12.5 million revenue threshold); 423830 (Industrial Machinery Wholesalers, 100 employees); and 423610 (Electrical Equipment Wholesalers, 200 employees). Responses should be submitted via email to Contracting Officer Alex Bonus and Contract Specialist Edmond R. Chan by September 24, 2026, at 12:00 PM Hawaii Standard Time. No feedback or evaluations will be provided to respondents, and responses will not be returned.
