About this file

This is a Sources Sought notice issued by the U.S. Army Garrison – Hawaii, 413th Combat Sustainment Brigade, Regional Contracting Office–Hawaii (RCO-HI) for market research and planning purposes regarding power generation and distribution support for contingency staging operations. The notice is NOT a solicitation for proposals or quotations and is issued for market research only.

The requirement involves providing scalable, turn-key portable power generation, fuel management, and maintenance support to sustain a contingency troop staging platform initiating at 2,000 personnel (PAX) with capability to surge to 6,500 PAX across U.S. Army installations in Hawaii. The primary anticipated place of performance is Schofield Barracks, Oahu, but contractors must maintain operational and logistical capability to rapidly mobilize assets across additional installations statewide, including Pohakuloa Training Area. The Army is evaluating four acquisition courses of action (COAs): COA 1 (Commercial Lease–Equipment Only), COA 2 (Outright Purchase–Equipment Only), COA 3 (Commercial Lease + Service Maintenance), and COA 4 (Outright Purchase + Service Maintenance). Applicant NAICS codes include 532490 (Other Commercial/Industrial Machinery Rental–$40.0M revenue threshold), 335312 (Motor and Generator Manufacturing–1,250 employees), 811310 (Equipment Repair & Maintenance–$12.5M revenue threshold), 423830 (Industrial Machinery Wholesalers–100 employees), and 423610 (Electrical Equipment Wholesalers–200 employees). Responses must address administrative data, technical capabilities across six focus areas (fleet availability, buy/lease assessment, island logistics, maintenance SLAs, fuel management, staffing interfaces), and rough order of magnitude pricing for baseline and surge scenarios. Interested parties must submit responses via email to Contracting Officer Alex Bonus and Contract Specialist Edmond R. Chan by September 24, 2026, at 12:00 PM Hawaii Standard Time. The requirement may be set-aside for small business categories following receipt and evaluation of responses. No feedback or evaluations will be provided to respondents, and responses will not be returned.

(vi) INSTRUCTIONS TO OFFERORS

1. DESCRIPTION: Identify commercial capability, capacity and equipment availability across the Hawaiian Islands to provide scalable, turn-key portable power generation, fuel management and maintenance support. The system will support a contingency troop staging platform initiating at 2,000 Personnel (PAX) and capable of rapid surge up to 6,500 PAX across US Army installations in Hawaii prior to forward deployment into the Pacific theater.

2. ANTICIPATED PLACE OF PERFORMANCE: The anticipated place of performance for the effort is currently at Schofield Barracks, Oahu, Hawaii. However, the contractor must maintain the operational and logistical capability to rapidly mobilize, distribute and sustain power generation assets across additional US Army installations throughout the State of Hawaii.

3. ACQUISITION COURSES OF ACTION (COA) UNDER EVALUATION: To establish the feasibility and cost benefit tradeoffs of commercial solutions, offerors/responders are requested to address capabilities across four primary COAs:

COA Acquisition Model Division of Responsibility

COA 1: Commercial Lease (Equipment Only)

Dry commercial lease / rental of portable generators, switchgear, transformers and distribution cabling.

Contractor: Delivers and demobilizes fleet to site.

Government: Operates (MOS 12P/91D), fuels, and conducts routine PM.

COA 2: Outright Purchase (Equipment Only)

Capital equipment purchase and delivery for long term Government owned inventory/storage.

Contractor: Delivers new equipment, OEM manuals, and 12-month spare parts packages.

Government: Owns assets, provides long-term depot storage and executes lifecycle maintenance.

COA 3: Commercial Lease + Service Maintenance

Full power as a service lease with dedicated vendor operational and maintenance sustainment.

Contractor: Delivers equipment, installs/parallels grid, provides 24/7 on-site Field Service Representatives (FSRs), fuel delivery, PM servicing and emergency repairs.

Government: Provides site access and area security.

COA 4: Outright Purchase + Service

Government owned capital assets sustained

Contractor: Delivers purchased equipment and provides scheduled PM, Maintenance (Hybrid) via contracted commercial maintenance and depot support.

warranty/depot repairs, replacement parts cache on-island and emergency Service Level Agreement (SLA) response.

Government: Owns assets; Soldiers perform daily operations backed by contractor FSRs.

b. Section 2: Technical Capability (Note: Responses shall address capabilities and technical approaches relative to 1. Description and 2. Anticipated Place of Performance.

Focus Area Specific Information Requested from Offerors

1. Fleet Availability and Sourcing

• Specific quantities, sizes (kW/MW) and voltages of prime power generators currently stocked on Oahu and Hawaii Island.

• Based on your proposed system design for the 2,000 PAX and 6,500 PAX profiles, state the total lead time to mobilize, deliver and commission the complete power package.

• If on-island inventory is insufficient, describe your capability and lead times to ship, deliver and commission generator assets from the U.S.

Mainland or other locations to Schofield Barracks, HI.

2. Buy/Store vs.

Lease Assessment

• Technical assessment of the tradeoffs between Leasing versus Direct Capital Purchase and Storage in Hawaii, specifically addressing tropical humidity, salt corrosion, depot exercising requirements and life-cycle degradation.

3. Island Logistics and Base Access

• Logistical plan for rapid dispatch across Oahu military installations.

• Established inter-island maritime shipping arrangements or airlift logistics for heavy generator transport.

• Detail any unique challenges or logistical considerations for delivering and operating equipment at the high-altitude, rugged terrain of Pohakuloa Training Area (PTA) versus the Schofield Barracks area.

4. Maintenance and Servicing SLAs

• Preventative maintenance schedules (e.g., 250-hour oil/filter service) during 24/7 continuous operations.

• Provide separate guaranteed on-site emergency technician response times (SLAs) for: (a) Oahu Installations and (b) Pohakuloa Training Area, Hawaii Island.

• Availability of spare parts inventory maintained locally on-island (e.g., Automatic Voltage Regulators, alternators, controllers, sensors).

5. Fuel Management and Fuel Compatibility

• Estimated fuel burn rates (Gallons Per Hour) per generator size under 50%, 75% and 100% prime power load.

• Capability to provide auxiliary double-walled fuel tanks (500–2,000 gal FuelCubes) and 24/7 wet-hose fueling services.

• Confirmation that portable generator engines operate on military F-24 / JP-8 jet fuel without warranty invalidation or premature component failure.

6. Staffing & MOS Interface

• Recommendations regarding contractor operated staffing models vs hybrid models supporting US Army MOS 12P (Prime Power Specialist) and 91D (Tactical Power Generation Specialist).

c. Section 3: Rough Order of Magnitude (ROM) of Cost and Pricing Data (Max 3

Pages). To support the Government’s market research, life-cycle cost analysis and evaluation across the four Courses of Action (COAs), offerors are requested to provide non-binding Rough Order of Magnitude (ROM) pricing estimates. Pricing shall be based on the offeror's recommended total generation capacity (kW/MW), generator fleet mix and distribution design required to support the baseline 2,000 PAX and surge 6,500 PAX staging profiles outlined in the description.
