The Defense Logistics Agency Troop Support Subsistence Directorate is seeking to procure precooked, sliced bacon in flexible pouches through solicitation SPE3S1-25-R-0012. The bacon, which must meet specification CID A-A-20081H (Species I, Curing agents 2, Package size 3), will be used in UGR-M and UGR Heat & Serve military meal programs that can prepare meals for up to 50 people. Delivery must be FOB Destination to Depot Tracy, California, with inspection at origin and acceptance at destination. The source selection will be based on Lowest Price Technically Acceptable criteria, and all interested parties must submit product demonstration models with their proposals. The contract structure will be a firm fixed-price agreement with Economic Price Adjustment provisions, and interested contractors must contact the Contracting Officer immediately following the September 30, 2025 posting date with responses due by October 15, 2025.
This procurement opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business contractors only. The contract will be structured as a 5-year Tiered Indefinite Delivery/Indefinite Quantity arrangement, providing flexibility in ordering quantities based on military operational needs over the contract period. The specific product requirement calls for 150 slices of pouch bacon, though the IDIQ structure suggests variable quantities may be ordered throughout the contract term. The solicitation falls under NAICS code 311999 (All Other Miscellaneous Food Manufacturing) and PSC code 8905 (Meat, Poultry, And Fish), indicating the specialized nature of this food manufacturing requirement. No incumbent contractor information or specific budget values are disclosed in this pre-solicitation notice.
