About this opportunity
The Department of Energy (DOE) Office of Environmental Management is conducting market research for the Portsmouth Infrastructure Support Services (PORTS ISS) contract to secure comprehensive infrastructure support at the Portsmouth Gaseous Diffusion Plant site in Ohio. The Sources Sought notice seeks capability statements from interested contractors to perform facility services including surveillance, maintenance, repair, grounds keeping, security, information technology, and records management. DOE is specifically interested in innovative approaches to infrastructure support and evaluating potential small business set-aside opportunities. Interested parties are required to submit 15-page capability statements electronically by April 14, 2025, addressing specific topics such as contract approach, potential fixed-price elements, teaming arrangements, and experience with DOE site operations. The market research will help DOE assess contractor capabilities and develop an acquisition strategy for the upcoming procurement.
The current infrastructure contract is held by North Wind Dynamics, LLC, and the anticipated new contract will utilize the NAICS code 561210 with a small business size standard of $47.0M. The site encompasses 3,777 acres with approximately 415 structures, including 21 Hazard Category 2 Facilities and a 300-acre On-Site Waste Disposal Facility. The contract will likely include multiple work categories: Management and Administration (cost-reimbursable), Other Cost Reimbursement Work, and Firm-Fixed-Price and Labor Hour Work. Key service areas will span safeguards and security, telecommunications, asset management, facility services, records management, mail services, training services, radiological site services, and information technology support. The procurement is part of the DOE Office of Environmental Management's broader cleanup and legacy waste management activities at the former gaseous diffusion plant site.
