This Sources Sought / Request for Information (RFI) document outlines the Department of Energy's (DOE) requirements for Portsmouth Infrastructure Support Services (ISS) at the former Portsmouth Gaseous Diffusion Plant (PORTS) site in Pike County, Ohio. The primary contract objective is to perform comprehensive infrastructure services across the 3,777-acre site, including surveillance, maintenance, repair, construction, facility management, security, environmental safety, training, IT support, and other administrative functions. The site contains approximately 415 structures, 21 Hazard Category 2 Facilities, and a 300-acre On-Site Waste Disposal Facility.

The document details three primary contract work categories: Management and Administration (cost-reimbursable), Other Cost Reimbursement Work, and Firm-Fixed-Price and Labor Hour Work. Key service areas include safeguards and security, telecommunications, asset management, facility services, records management, mail services, training services, radiological site services, and information technology support. The solicitation is seeking capability statements from interested parties, with a focus on identifying small business concerns and innovative approaches to meet the site's infrastructure and support service requirements under the DOE Office of Environmental Management's cleanup and legacy waste management activities.

I. Portsmouth Site Description

The U.S. Department of Energy (DOE) Office of Environmental Management (EM) is responsible for the cleanup and legacy waste management activities associated with the former Portsmouth (PORTS) Gaseous Diffusion Plant (GDP) located at the Portsmouth Site. The PORTS GDP is located at the PORTS Site, a Federal reservation in Pike County, Ohio located approximately 23 miles north of Portsmouth, Ohio on U.S. Highway 23. The PORTS Site is approximately 3,777 acres with approximately 1,200 acres occupied and divided as follows:

The PORTS GDP is a government-owned former uranium enrichment plant that was constructed in the early 1950’s and operated from 1954 to 2001 by DOE and its predecessor agencies for manufacturing enriched uranium for the fabrication of fuel assemblies to support commercial and military nuclear reactors and to support weapons development activities. PORTS GDP includes Hazard Category 2 Nuclear Facilities primarily based on the uranium inventory; however, other radioactive materials are present and contribute to the hazard categorization of the facilities. The GDP facilities are no longer enriching uranium and are undergoing deactivation.

The DOE has prime contractors that support ongoing activities at the PORTS Site. The number of contractors and scope of the contracts may change during the period of performance of this Contract. During the term of this Contract, the PORTS ISS Contractor shall interface with the other site contractors.
