About this opportunity
The Department of the Army Corps of Engineers Engineering District Portland has issued a Request for Proposal (RFP) for a design-build project at the VA Portland Healthcare System. The solicitation seeks a contractor to design and construct life and health safety upgrades, including a new multistory Specialty Care Building (Building 110) of 297,000 gross square feet and a structured parking facility (Building 111) with 600 net new parking spaces. This is a two-phase design-build procurement utilizing the Best Value Trade-Off Process, with technical requirements primarily sourced from the Department of Veterans Affairs Technical Information Library. The evaluation will be conducted using a best value methodology, considering both technical capabilities and cost proposals. The original solicitation was posted on August 18, 2023, with an initial response deadline of June 3, 2024.
The contract opportunity is not set aside for any specific business category and is open to commercial and institutional building construction contractors. The project is located on Marquam Hill in Portland, Oregon, at the VA medical center campus. While specific award values were not detailed in the solicitation, the project involves significant infrastructure development with approximately 297,000 gross square feet of new building construction and 600 net new parking spaces. The project timeline suggests a multi-year engagement, with design and construction phases to be completed over an extended period. Contract administration, quality management, risk management, safety, and cost estimation requirements will follow United States Army Corps of Engineers (USACE) standards. Notably, an amendment (0012) was issued on March 3, 2025, which canceled the original solicitation, indicating potential future re-procurement of this requirement.
