About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a service contract to rent portable air-cooled chillers for the Carl Vinson VA Medical Center located in Dublin, Georgia. The solicitation requires a vendor to provide two 500-ton electric powered chillers with associated equipment, including hoses, couplers, adaptors, and cabling to supplement the existing chilled water supply. This Request for Quotation (RFQ) will be evaluated using a Lowest Price Technically Acceptable (LPTA) approach, considering both technical capability and past performance. Vendors must respond within 72 hours to deliver and make equipment operational, provide 24-hour issue response, and replace failed equipment within 100 hours if repairs cannot be completed. Critical deadlines include submission of questions by March 17, 2025, and quote submissions by March 20, 2025, at 12 PM EDT.

The contract is specifically set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors under NAICS code 333415, with a size standard of 1,250 employees. The period of performance is estimated at 180 calendar days, tentatively from May 1 to October 31, 2025. There is no existing incumbent rental for these chillers, and the VA requires specific technical parameters including a minimum 400 gpm flow rate, inlet water temperature of 53°F, and outlet temperature of 42°F. The project requires precise coordination to minimize disruption to medical center operations, with the vendor responsible for all necessary supervision, labor, equipment, and materials. The place of performance is the Carl Vinson VA Medical Center in Dublin, GA, with recommended but not mandatory site visits scheduled for March 12-14, 2025.
