About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Portable Chiller Rental 500 Tons contract issued by the Department of Veterans Affairs Veterans Health Administration Network Contracting Office (NCO) 7. The amendment provides detailed vendor questions and answers regarding specific technical requirements for the chiller rental, including critical specifications such as cooling capacity, flow rate, temperature requirements, electrical capacity, and physical installation constraints.

Key technical details include: the requirement is for 500-ton air-cooled rental chillers, with one chiller needed by May 1, 2025, and the second on standby; the chilled water system requires a minimum 400 gpm, nominal 1,200 gpm, maximum 1,400 gpm flow rate; inlet water temperature is 53°F and outlet temperature is 42°F; the facility has 1,000A transformer capacity at chosen locations; chilled water hook-up points are 10" butterfly valves; and 440-ton chillers are explicitly not acceptable. The solicitation emphasizes that multiple smaller units cannot be used to achieve the 500-ton requirement, and a third chiller is not feasible due to connectivity and space constraints.

Vendor Questions/ Answers:

Portable Chiller Rental 500 Tons

1. Can the government use 440 ton chillers? If not will they accept multiple units to achieve the 500 tons? The government cannot use 440 ton chillers for this requirement. And no multiple units can not be used to achieve the 500 tons.

2. What is the hose length requirement? Hose length is approximately 200 feet from where we are planning on placing the chillers to the hook up points.

3. What is the electrical cable distance? Electrical cable is approximately 75 feet from the planned placement of the chiller to the 480 transformer for the hookup.

4. Will both 500-ton air-cooled rental chillers need to be installed and operational by May 1, 2025, or will one remain on standby for later deployment during the rental period? One air-cooled rental chiller will be needed by May 1, 2025, and the other one will remain on standby for later deployment during the rental period.

1️⃣ Cooling Capacity:

* Will an 880-ton setup (2x 440-ton air-cooled chillers) be sufficient, or is the full 1,000-ton capacity required?

Answers: two 440 ton chillers are not sufficient

2️⃣ Flow Rate & Temperature Requirements:

What is the expected chilled water system flow rate (GPM)?

What are the expected inlet (hot) and outlet (cold) water temperatures?

Answers: minimum 400 gpm, nominal 1,200 gpm, maximum 1,400 gpm Inlet temp is (53) oulet temp (42)

3️⃣ Electrical Capacity:

* Does the facility have existing breaker capacity to support two 440-ton chillers at 1,000A each?

* If a third 230-ton chiller is required, will an I-line panel or additional electrical modifications be needed?

Answers: 440 tons are not acceptable, there is capacity of 1,000A at each of the chosen transformers The facility does not have the connectivity for 3 portable chillers

4️⃣ Physical Space for Installation:

* Is there adequate space at the designated site for two 440-ton chillers?

* If a third chiller is required, are there any placement constraints?

Answers: 440 tons are not acceptable, there is space for two 500 ton trailer mounted chillers A third chiller cannot be used due to connectivity and space constraints.

***Reminder: The chilled water hook up points are 10” butterfly valves so you should plan accordingly for that.
