About this opportunity
Naval Supply Systems Command is soliciting quotations for 24/7 on-demand Port Security Barrier (PSB) operations at Naval Support Activity Naples Detachment in Gaeta, Italy, with proposals due July 17, 2026 at 14:00 CET. The procurement is a women-owned small business set-aside and is not open to unrestricted competition.
Place of performance is Gaeta, Italy. The contractor must provide all personnel, equipment, and supervision to operate the PSB Main Gate (approximately 150 meters) and Side Gate (approximately 50 meters) on an as-needed basis. The contractor must acknowledge notifications and initiate coordination with the Technical Point of Contact within one hour, with actual on-site vessel operations commencing within four hours of unscheduled or emergency movements. A registered, seaworthy tugboat capable of operating in winds up to 45 knots is required. Personnel operating vessels over 80 HP must hold Italian boating licenses; at least one employee must communicate clearly in English. All contractor personnel require base entry clearance and Government-furnished identification.
The contract includes a base year of 12 months beginning August 1, 2026, four one-year option periods, and a potential six-month extension, totaling up to 66 months of performance. Estimated routine operational tempo is approximately 200 total movements annually—60 Main Gate and 140 Side Gate movements—though the Government requires operational flexibility for surge operations.
Quotations must be submitted in three volumes: Technical Capability (including vessel registration, wind tolerance certification, and licenses); Past Performance (up to three relevant references from the prior three years); and Price in Euros with a mandatory Pricing Assumptions Narrative (maximum two pages) addressing vessel allocation, crew labor, fuel and overhead, and risk calculations for the on-demand service model. Evaluation criteria are technical capability, past performance quality, and price, equally weighted. The contract is firm fixed price. Offerors must maintain active SAM.gov registration. Amendment 0002, effective July 9, 2026, clarified the on-demand service model, updated response times, and added the pricing assumptions requirement.
