About this file
This is a Standard Form 30 (SF 30) amendment to a solicitation issued by the Naval Supply Fleet Logistics Center (NAVSUP) Sigonella Naples Office for on-demand vessel services related to Port Security Barrier (PSB) operations. The amendment number is 0002, effective July 9, 2026, and is administered by the Navy Regional Contracting Center at PSC 817, Box 50, FPO AE 09622-0050.
The amendment revises the Performance Work Statement to clarify the Government's intent for an on-demand service model rather than requiring a dedicated standby vessel. Historical operational tempo is estimated at 200 total movements per year, comprising 60 Main Gate movements and 140 Small Gate movements. The revised response time requirements specify that contractors must acknowledge receipt of official notification and initiate coordination with the Technical Point of Contact within one hour of the initial call, with actual on-site vessel operations for unscheduled movements commencing within four hours unless a later time is mutually agreed upon. The amendment adds a new requirement for offerors to submit a pricing assumptions narrative (maximum two pages) addressing vessel allocation and usage, crew labor basis and availability for on-call operations, fuel and operational overhead assumptions based on the 200 annual movements, and risk calculation methodology for meeting the one-hour coordination and four-hour on-site response windows. Pricing must be submitted as Firm Fixed Price (FFP) in Euros. The proposal submission deadline has been extended from June 29, 2026 to July 17, 2026 at 1400 Central European Time. Quotes must include three volumes: Technical Capability, Past Performance (up to three relevant contract references from the past three years), and Price, with failure to provide the Pricing Assumptions Narrative resulting in non-compliance and ineligibility for award.

SUMMARY OF CHANGES
Block 14 (Description of Amendment/Modification): The purpose of this amendment is to revise the Performance Work Statement (PWS) to clarify the Government's intent for an on-demand service model, provide historical operational tempo data, revise the emergency response time, and update the Instructions to Offerors to require pricing assumptions.
A. The Performance Work Statement (PWS) is hereby revised as follows:
1. Section C 3.1 (Operational Scope and Tempo) is deleted in its entirety and replaced with the following:
"C 3.1 Operational Scope and Tempo: The Contractor shall provide on-demand vessel services for the maneuvering, opening, and closing of the Port Security Barrier (PSB) system. To assist the Contractor in capacity planning, resource allocation, and competitive pricing for a single Firm Fixed Price (FFP) structure, the Government's estimated routine operational tempo is 200 total movements per year, historically comprised of:
- 60 Main Gate movements
- 140 Small Gate movements
While the Government requires operational flexibility to accommodate unscheduled surges or emergency movements, historically, unscheduled call-outs have been minimal to none. Because this is an on-demand service, the Contractor is NOT required to maintain a dedicated standby vessel exclusively for Government use, provided they can consistently meet the scheduling, communication, and response time requirements."
2. Section C 3.4 (Response Time) is deleted in its entirety and replaced with the following:
"C 3.4 Communication and Response Time: For all unscheduled or emergency movements, the Contractor must acknowledge receipt of official notification and initiate coordination with the Technical Point of Contact (TPC) within one (1) hour of the initial call or message. Actual on-site vessel operations for unscheduled movements shall be scheduled during this coordination window and must commence within four (4) hours of the initial notification, unless a later time is mutually agreed upon by the TPC and the Contractor."
B. Addendum to FAR 52.212-1, Instructions to Offerors, is hereby revised to add the following requirement to Volume III - Price:
"Volume III - Price Narrative / Pricing Assumptions:
In addition to the completed CLIN pricing table, submit a brief narrative (maximum 2 pages) detailing their Pricing Assumptions. This narrative must explain how the Firm Fixed Price was calculated under the revised on-demand model and specifically address the following:
- Vessel allocation and usage (accounting for the removal of the dedicated standby vessel requirement).
- Crew labor basis and availability for on-call operations.
- Assumptions regarding fuel and operational overhead.
- How risk was calculated for meeting the 1-hour coordination and 4-hour on-site unscheduled response window."
C. Pricing Structure:
The solicitation maintains a single Firm Fixed Price (FFP) structure for all CLINs. Offerors are instructed to review and revise their FFP pricing in light of the clarified on-demand model and the historical tempo data provided.
D. Proposal Submission Extension:
The closing date for receipt of quotes is hereby extended to July 17, 2026 at 1400 CET.
E. All other terms and conditions of the solicitation remain unchanged.

Attachment1-Performance Work Statement (PWS)
Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services
Miscellaneous text in this section has been modified to:
PROPOSAL PREPARATION INSTRUCTIONS:
To assure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The response shall consist of three (3) separate volumes: Volume I - Technical Capability, Volume II - Past Performance, and Volume III - Price.
Volume I - Technical Capability
The offeror shall submit a technical narrative demonstrating their understanding of the Performance Work Statement (PWS). This volume must include:
Vessel registration and specifications demonstrating capability to perform the required maneuvers.
Proof of vessel wind tolerance (capable of operating in 45-knot winds) via formal certificate or certified naval engineer report.
Required licenses and operational plan.
Note to Offerors: If your technical approach or proposed vessel has changed due to the revised "on-demand" scope in Amendment 0001, you must submit an updated Technical Volume.
Volume II - Past Performance
The offeror shall submit up to three (3) relevant contract references demonstrating recent and relevant past performance (performed within the last three years) similar in scope, magnitude, and complexity to the PWS.
Volume III - Price
The offeror shall submit their pricing utilizing the provided CLIN structure. The pricing must be Firm Fixed Price (FFP) and submitted in Euros ().
1. Completed Pricing Table:
The offeror must provide a total price for the Base Year, all Option Years, and the 6-Month Extension (FAR 52.217-8).
The Total Evaluated Price will be calculated as the sum of all CLINs (0001 through 5001).
2. Pricing Assumptions Narrative (NEW REQUIREMENT):
In addition to the completed pricing table, submit a brief narrative (maximum 2 pages) detailing their Pricing Assumptions. This narrative must clearly explain how the Firm Fixed Price was calculated under the revised on-demand service model outlined in PWS C 3.1 and C 3.4. At a minimum, the narrative must address the following:
Vessel Allocation and Usage: Explain how vessel costs are accounted for, given that a dedicated 24/7 standby vessel is no longer required.
Crew Labor: Detail the basis for crew labor costs and availability for on-call, on-demand operations.
Fuel and Overhead: Detail assumptions regarding fuel consumption and operational overhead based on the estimated 200 annual movements (60 Main / 140 Small).
Risk Calculation: Explain how risk and standby time were calculated to meet the 1-hour coordination and 4-hour on-site response window for unscheduled/emergency movements.
Failure to provide the Pricing Assumptions Narrative may result in the quote being deemed non-compliant and ineligible for award.
