About this opportunity
The United States Transportation Command seeks Stevedoring and Related Terminal Services (S&RTS) for import and export of designated U.S. Government cargo through ports in Aqaba, Jordan, with proposals due September 15, 2026 at 0600 CST. The procurement is a Women-Owned Small Business (WOSB) set-aside, restricting competition to entities meeting WOSB criteria.
Place of performance spans Aqaba Main Port, Aqaba Container Terminal, Royal Jordanian Naval Base, and conditionally Muwaffaq Salti Air Base and Marka Air Base in Jordan. The contract is an indefinite-delivery, indefinite-quantity (IDIQ) arrangement with a primary period running February 1, 2027 through January 31, 2032 (five years), plus an optional six-month extension through July 31, 2032. NAICS code 488320, Marine Cargo Handling, applies, with a small business size standard of $47 million. Services encompass 24/7/365 vessel loading and discharge, cargo staging, lashing and unlashing, container stuffing and unstuffing, inland transportation, storage, and third-party logistics. Contractor-furnished equipment must include material handling equipment for all cargo classes, tow equipment rated to 150,000 pounds, and ramps with 70-ton capacity.
Offerors must provide HAZMAT certification for at least two personnel per CFR Title 49 Section 172.702 and demonstrate valid Jordanian business registration, commercial licenses, and applicable maritime licenses. Technical proposals (maximum 15 pages) are evaluated on labor capability, equipment capacity, certifications and port access, safety program, and conveyance loading/discharge experience. A Mission Essential Plan (maximum 5 pages) addressing crisis continuity under DFARS 252.237-7024 is required and rated acceptable/unacceptable; failure to submit results in ineligibility. Award uses Lowest Price Technically Acceptable (LPTA) methodology, evaluated for technical acceptability followed by price reasonableness. Pricing uses a Schedule of Rates with 192 unit-rate line items covering vessel operations (LO/LO, RO/RO, TO/TO methods), labor (straight time, overtime, shift differentials), equipment rental, storage, port facilities, out-of-pocket expenses, inland transportation, and logistics services. All rates are firm-fixed-price with no escalation mechanism and apply to all five performance locations. The estimated evaluated price is $231,000 with a 25 percent ceiling of $57,750, totaling $288,750. A minimum order of $2,500 applies during the first 12 months. Amendment 0003 extended the deadline from September 1; six rounds of Q&A have been posted as of September 4, and Amendment 0002 (July 16) incorporated an updated Schedule of Rates. Offerors must maintain SAM registration, achieve CMMC Level 1 certification prior to award, and comply with designated FAR and DFARS representations and certifications.
