SOLICITATION Q&A LOG ROUND 3
HTC71126RE136 Jordan S&RTS UPDATED: 20 August 2026
| QUESTION # | DATE RECEIVED | PROSPECTIVE VENDOR'S QUESTION | DATE OF REPLY | GOVERNMENT'S RESPONSE | AMEND RFP? |
| 38 | 19-Aug-26 | Schedule of Rates Line Items 230 and 248 both reference contractor-provided hardstand areas measured in square meters with the only distinction between the two being for either storage or staging. Could the Government please clarify the intended distinction between these two CLINs? Specifically, is Line Item 248 intended to represent an operational staging area associated with active cargo handling within or adjacent to the port, while Line Item 230 represents longer-term detention/storage outside the port? Additionally, should Offerors assume these services are mutually exclusive, or may both be ordered simultaneously for the same cargo? | 20-Aug-26 | CLIN 230 - Provides for hard stand storage area outside the port. Contractor will provide storage area space within 15km of the port of Aqaba for cargo storage, when requested by the COR. During, normal operations the average storage time is 2-3 days. During, times of contingency storage may be requested for multiple weeks. Some reasons (not all) that storage space may utilized is when additional space is required in the port or when the port is not yet ready to receive cargo. |
CLIN 248 - Provides for hard stand staging area inside the port.
| 39 | 19-Aug-26 | For Schedule of Rates Line Items 230 and 248, could the Government clarify the ordering and payment methodology for contractor-provided hardstand/staging space as this is not specified within the PWS? | 20-Aug-26 | Before mission start, the staging area required will be specified per SQMT on the initial Task Order. Instructions for Payment, Ordering, and Invoicing Instructions are provided in Appendix A |
| 40 | 19-Aug-26 | How will the required square meters be determined and documented for each Task Order? | 20-Aug-26 | Staging space will be specified in the Task Order and submitted to the contractor before the operation starts. |
| 41 | 19-Aug-26 | Will the Ordering Officer specify the required square meters in advance on the Task Order, or will actual occupied square meters be measured and reconciled after performance? | 20-Aug-26 | Ordering Officer will order space on the Task Order. Any changes to the staging area space during operations will be directed by the COR. Actual staging area utilzed for terminal operations should be reflected in the contractor's invoice post-mission. |
| 42 | 19-Aug-26 | If actual usage fluctuates during performance, should the Contractor invoice based on the maximum occupied area, the average daily occupied area, or another Government-approved methodology? | 20-Aug-26 | The contractor shall provide the staging area space requested in the task order. The contractor will reduce/consolidate space when opportunity exists to do so. COR will provide direction for expanding or reducition of staging area and the USG will pay only for the space specified by the COR to meet mission requirements. |
| 43 | 19-Aug-26 | With respect to Line Item 248, how should Offerors apply the "First 5 Days Free Time" provision specified in PWS 6.4.1.1.1? Does the five-day period begin upon initial placement of cargo into the staging area, and who is responsible for tracking and approving when billable time begins? | 20-Aug-26 | Staging area free time will begin when the space is provided by the Port Authority for USG utilization. The Contractor will not charge the USG when free time has been provided and allocated by the Port Authority. |
| 44 | 19-Aug-26 | Is the Government expecting the Contractor to reserve staging space exclusively for potential Government use even if the space is not fully utilized, or will compensation be limited to the actual square meters occupied and ordered? | 20-Aug-26 | The staging area space required will be clearly specified by the USG in the Task Order and COR will provide direction for expanding or reducing area as needed. |
