About this file

This is a Solicitation Q&A Log (Round 5) for solicitation HTC71126RE136 Jordan S&RTS, updated September 1, 2026. The document addresses six prospective vendor questions regarding contract performance requirements and compensation structures.

Question 261 addresses cargo offloading procedures at Muwaffaq Salti Air Base and Marka Air Base, clarifying that the receiving unit performs physical offloading and that Marka Air Base has dedicated material handling equipment provided by the customer. Question 262 concerns compensation for host nation escort services for inland munitions transport, confirming that the USG coordinates escorts through the 595th FSTO at the US Embassy in Amman, not the contractor. Question 263 addresses shift differential compensation methodology, confirming that shift differentials apply only in addition to commodity work rates and that work performed outside the normal working week (Sunday-Thursday) receives premium rates plus shift differentials on all shifts. Question 264 clarifies that the five-day free storage period at Aqaba ports begins at cargo discharge and that storage fees accrue after this period expires, with COR-directed off-port storage billed from day one. Question 265 confirms that container wall unit rates should accommodate both 20-foot and 40-foot containers per COR direction. Question 266 addresses tax withholding obligations, confirming that contractors should not include the 2% IRC Section 5000C tax in proposed unit rates. No RFP amendments resulted from these responses.
