About this file
This is a Technical Worksheet that serves as an evaluation template for offerors responding to RFP HTC71126RE136 for Stevedoring and Related Terminal Services (S&RTS) at ports in Jordan. The worksheet is classified as Source Selection Information (CUI//SP-SSEL) and establishes the criteria by which the Government will evaluate technical proposals.
Offerors must provide substantive, detailed responses to five primary technical evaluation areas: (1) Labor—demonstrating qualified personnel capable of supporting port operations with flexible scheduling and 24/7 contingency operations across multiple work sites; (2) Equipment—describing capability to provide Material Handling Equipment for all cargo classes, heavy tow equipment for inoperable vehicles up to 150,000 lbs, and ramps with 70-ton capacity, along with maintenance support; (3) Certifications and Port Access—providing proof of HAZMAT certification for at least two personnel per CFR Title 49 Section 172.702 and valid business licenses or work permits from Host Nation authorities; (4) Safety Program—detailing certified safety compliance with USG or host nation standards and ability to provide a safety officer with appropriate credentials; and (5) Conveyance Loading/Discharge—describing experience and processes for cargo operations. Technical responses are limited to 15 pages of narrative content (excluding cover sheet, table of contents, certifications, licenses, and photographs). Responses that merely paraphrase requirements or use generic language will be rated unacceptable. An unacceptable rating on any single evaluation question will result in an overall unacceptable Technical Worksheet rating, making the offeror ineligible for award.

4. Attachment Instructions: Attachments shall be listed in the Technical Worksheet Attachment Section and shall be clearly referenced in the Technical Worksheet responses. Each attachment must be clearly labeled and include a brief description of its purpose. The Government will not accept any individual attachments that are unrelated to the Technical Evaluation response. Offerors are not permitted to provide additional evaluation content in this section.
5. Exclusions from Page Limit: The following content will not be subjected to the page limit:
