About this opportunity

The U.S. Coast Guard is seeking a contractor to upgrade the Propulsion Power Distribution (PPD) Human Machine Interface (HMI) system aboard the USCGC POLAR STAR as part of its Service Life Extension Project (SLEP). The upgrade involves transitioning the legacy GE iFIX platform (version 5.8) to a Windows 11-based architecture using Ignition software, requiring the contractor to provide engineering services, software development, hardware components, software licenses, testing, and comprehensive documentation. Key requirements include delivering ten Inductive Automation Ignition HMI computers, performing non-recurring engineering services to modify existing GAP and HMI software, providing technical representative services for Factory Acceptance Testing and installation, and ensuring compliance with DHS and USCG Enterprise Architecture standards and Section 508 accessibility requirements. The government will evaluate proposals based on three primary factors: Technical Acceptability (encompassing four equally-weighted sub-factors), Past Performance, and Price Reasonableness. The solicitation deadline is January 26, 2026 at 2:00 PM PST, with contract award anticipated to begin work on February 9, 2026.

This is a sole-source, firm-fixed-price contract with Woodward Inc., the original equipment manufacturer and exclusive owner of the proprietary software and technical data required for this upgrade. The contract is valued at $47,000,000 and will run from February 9, 2026 through December 31, 2027, with major milestones including equipment supply by October 31, 2026 and Factory Acceptance Testing by April 30, 2027. Work will be performed at Woodward's facility in Fort Collins, Colorado, with potential coordination during the vessel's FY26 or FY27 drydock availability. The contract is not set aside for small businesses, and the Coast Guard conducted extensive market research, including a Sources Sought Notice on SAM.gov, which confirmed that no viable alternative sources exist to provide the specialized modifications and integration services required for this proprietary system.
