About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) from the U.S. Coast Guard for a sole-source contract with Woodward Inc. to upgrade the Propulsion Power Distribution (PPD) Human-Machine Interface (HMI) system on the USCGC POLAR STAR. The contract is valued at $47,000,000 and will run from February 9, 2026 to December 31, 2027, with work to be performed at Woodward's facility in Fort Collins, CO and potentially during the FY26 or FY27 drydock availability.

The solicitation includes four primary deliverables: 1) Equipment Supply, 2) Non-Recurring Engineering (NRE) Services, 3) Technical Representative Services, and 4) Technical Service Report. The upgrade involves transitioning the legacy platform to a Windows 11-based architecture compatible with Woodward's proprietary GAP development tools. The government will evaluate offers based on three factors: Technical Acceptability (with four sub-factors of equal importance), Past Performance, and Price Reasonableness. Responses are due by January 26, 2026 at 2:00 PM PST, with the contract being a Firm Fixed Price type and not set aside for small businesses.

The Government will evaluate the Offeror's past performance in accordance with FAR 12.206 (as applicable to commercial acquisitions), to assess the Offeror's confidence of successful performance.

Because this is a sole-source acquisition, past performance will not be evaluated on a comparative basis, but rather to determine whether the Offeror's record demonstrates an acceptable level of performance relevant to the requirements of this

RFQ.

The Government may consider past performance information obtained from one or more of the following sources:

• Past performance information submitted by the Offeror;

• Government records, including CPARS and other official databases;

• Information obtained from contracting officers, program officials, or other Government personnel with knowledge of the Offeror's performance.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
