About this file
This document is a Justification to Restrict Competition for the United States Coast Guard (USCG). The procurement is for a sole-source contract with Woodward Inc. to upgrade the Propulsion Power Distribution (PPD) Human-Machine Interface (HMI) system aboard the POLAR STAR vessel from its legacy platform to a Windows 11-based platform. The upgrade, scheduled to begin on 9 February 2026, includes engineering services, software, and hardware components. Woodward Inc. is the exclusive owner of the proprietary software and technical data, with no authorized third-party distributors or service providers, which necessitates a sole-source acquisition under 10 U.S.C. § 3204(a)(1). Market research, including a Sources Sought Notice on SAM.gov, confirmed no alternative sources exist that can modify or integrate the specialized GAP software and system.
The base ordering period is for fiscal year 2026, with funding categorized as Procurement, Construction, and Improvement (PC&I). The Coast Guard conducted market research through the Acquisition Planning Forecast System, Sources Sought Notice, and direct industry outreach, which yielded two vendor responses that acknowledged the requirement would necessitate access to Woodward's proprietary software. The contract will be a Firm-Fixed Price Task Order arrangement. While Woodward will not release or license its intellectual property rights, the Coast Guard will continue monitoring industry trends to potentially identify alternative technologies or competition opportunities in future sustainment cycles.
