Place of performance is Point Adams Research Station, 520 Heceta Place, Hammond, Oregon 97121. The base scope (CLIN 0001) requires consolidation of two existing 200-amp utility services into a single 400-amp, 120/240-volt single-phase service with 316 stainless steel, NEMA 4X exterior enclosures compliant with the Buy American Act; design-build installation of a hybrid inverter and battery energy storage system (BESS) with 72-hour emergency backup capacity for critical loads (research freezers, IT server room, security access, fire alarm, life safety lighting) and automatic load shedding for non-critical loads; and a Microgrid Interconnection Device for grid isolation and seamless islanding during outages. All work must comply with Oregon Electrical Specialty Code, NFPA 70, NFPA 855, UL 1741, UL 9540/9540A, IEEE 1547/929, and Pacific Power utility interconnection standards. The system baseline design requires 250 kWh usable battery capacity, with provisions for reduced capacity (80–100 kWh) if smart load-shedding panels are installed. A $50,000 reimbursable utility allowance CLIN covers contractor coordination with Pacific Power for transformer capacity verification, service confirmation, interconnection engineering, and utility charges. Optional CLIN 0002 provides a ground-mounted 20 kilowatt direct current solar photovoltaic array with DC-coupled topology, 16-inch concrete pier foundations, structural framing, and perimeter fencing. Deliverables include testing and commissioning reports, as-built drawings in AutoCAD format, operation and maintenance manuals with IEEE 519 harmonic distortion reports stamped by a registered Oregon Professional Engineer, and warranty documentation. Warranty requirements include one-year workmanship guarantees and five-year coverage on inverters, chargers, remote load-control panels, and battery packs.
