18-Aug-26 Yes, in the Point Adams Battery/Solar Project – Technical Report-4 referenced in Section 8 of the SOW.
Every bidder shall provide the same 250 kWh battery capacity baseline as indicated for 72-hour full-power autonomy. If smart load-shedding panels are installed to automatically isolate non-essential loads, the 72-hour battery capacity is reduced to an estimated 80–100 kWh, to be finalized by the contractor during detailed design.
2 12-Aug-26 Has PPL been approached about changing to a 120/240 Volt single phase service, to determine if it currently is available onsite?
18-Aug-26 The site is currently served by 120/240V single-phase power. However, Pacific Power has not yet been formally consulted regarding the specific utility transformer capacity or service line requirements needed to supply the consolidated 400A single-phase service. As part of the design-build scope, the awarded contractor shall coordinate directly with Pacific Power during the initial engineering phase to verify utility transformer capacity, confirm 400A single-phase service availability, and coordinate any necessary utility line/transformer modifications using the designated $50,000.00 Reimbursable Utility Allowance CLIN.

7 17-Aug-26 What conduit material is required for underground conduits transitioning aboveground outside the Generator Shed or building structures?
18-Aug-26 Underground Schedule 40 conduits transitioning aboveground outdoors shall upgrade to Schedule 80 PVC (or marine-rated rigid conduit) at the stub-up transition to satisfy NEC 352.10(F) physical damage protection requirements and provide marine coastal corrosion resistance. Exposed exterior conduit shall be painted to match adjacent building finishes per Section 3.05 of the Specification.
8 17-Aug-26 What specific facility equipment and circuits are designated as Critical Loads that must remain energized during a power outage?
18-Aug-26 The designated Critical Loads that must remain continuously energized via the battery/inverter backup system (SOW Section 3.2.4.1) consist of the following: 1) Research Freezers located in or near the 1-Bay Building;
b) IT Server Room & Network Equipment located in the Main Building; c) Facility Security Access System; d) Campus Fire Alarm System; and e) Emergency & Life Safety Lighting. All non-critical loads (comfort HVAC, water heating, non-essential receptacle circuits, and general plug loads) shall automatically shed upon grid failure via the smart load control system.

18-Aug-26 Yes. Historical monthly energy usage and demand data for FY2023 are provided in Point Adams Battery/Solar Project – Technical Report-4 (Page 3). The data indicates a total annual campus consumption of approximately 141,695 kWh and an overall maximum facility peak demand of 18 kW. Bidders shall use this study data as the baseline for confirming sizing and calculating microgrid battery autonomy during detailed engineering design.

10 17-Aug-26 What is the expected site condition and scope after removing the existing 200A meter and service on the 4- Bay Building?
18-Aug-26 The local electric utility (Pacific Power) will retire and remove their line-side service conductors and utility meter per their standard operating procedures. The contractor is responsible for serving as the primary liaison with Pacific Power to schedule service retirement. The contractor’s physical demolition scope includes removing the customer-owned service riser, weatherhead, meter socket, and de-energized feeder equipment. Following removal, the contractor shall properly patch, seal, and weatherproof all wall penetrations to match existing exterior finishes per Section 4.2.3 of the SOW.
11 17-Aug-26 How should contractors account for local utility (Pacific Power) interconnection application and engineering review fees in their proposals?
18-Aug-26 The Government has established a dedicated Reimbursable Allowance CLIN of $50,000.00 for Pacific Power (PacifiCorp) interconnection, engineering review, transformer/line upgrades, and utility field connection charges. Bidders shall include this fixed $50,000.00 allowance in their price proposal under Option CLIN 0002. Reimbursement Rule: The awarded contractor will be reimbursed strictly for actual, invoiced utility charges upon submittal of paid Pacific Power receipts.
The contractor shall not apply overhead, profit, or markups to utility fees. Under Allowance: If actual utility charges are less than $50,000.00, the unused balance will be de-obligated and retained by the Government.
Over Allowance: If actual utility charges exceed $50,000.00, the Government will reimburse the contractor for the difference via contract modification.
Civil Work Scope: All civil trenching, excavation, and conduit installation (~12 feet from utility pole to Generator Shed) required to meet Pacific Power specifications shall be included in the contractor's base firm-fixed-price proposal (Base CLIN 0001).

12 17-Aug-26 Are there specific surge protection requirements for this project?
18-Aug-26 No standalone or proprietary surge protection system is dictated by the conceptual design documents. However, as this is a design-build project, the contractor shall complete all detailed electrical engineering, including final conductor sizing, breaker ratings, protective device settings, grounding/bonding details, and code-mandated surge protective devices (SPDs per NEC/OESC Article 230.67), in accordance with applicable electrical codes and Pacific Power interconnection requirements.
13 17-Aug-26 Are NEMA 4X enclosures required to be stainless steel, or is painted galvanized steel acceptable?
18-Aug-26 To ensure maximum corrosion resistance in the marine coastal environment and establish a uniform bidding baseline across all proposals, all exterior electrical enclosures, disconnect switches, meter cans, and control cabinets shall be 316 Stainless Steel with a NEMA 4X rating. Stainless steel hardware/fasteners are required.
Painted carbon steel or painted galvanized steel enclosures will not be accepted for exterior installations.
14 17-Aug-26 The electrical specifications require the final harmonic-compliance reports to be stamped by a registered PE.
Would a report prepared by the Oregon electrical contractor from its Fluke 1738 software, with the supporting Fluke documentation, be acceptable, or is a separate PE stamp still required?
18-Aug-26 The Fluke 1738 Power Logger software reports and supporting manufacturer documentation are fully acceptable for collecting and presenting raw field measurement data. However, a stamp by a registered Professional Engineer (PE) is still required on the final compliance report per Section 3.06.B of the Point Adams Electrical Specification. The PE stamp certifies that the measured field data has been independently reviewed and validated for compliance with IEEE 519 total harmonic distortion (THD) limits
15 17-Aug-26 May the contractor visit the Point Adams Research Station to gather detailed information on the critical loads? If so, please provide the available scheduling and site-access instructions, including any attendee information required in advance.
18-Aug-26 No additional pre-proposal site visits will be scheduled or permitted prior to bid submission due to acquisition timeline restrictions. The official pre-proposal site walk for this solicitation was conducted on Thursday, August 13, 2026.
