About this opportunity
The Bureau of Land Management Idaho State Office is seeking contractors for road grading and maintenance services on approximately 11.6 miles of naturally surfaced BLM roads in Oneida County, Idaho. The project involves reshaping, grading, and spot roadway repairs on Road 665 (7.67 miles) and Road 642 (3.92 miles), located approximately 10.1 and 17.5 miles east of Highway 84 exit 263, with work to include reconditioning road prisms and ditches and constructing two new ditches where none currently exist. Contractors must provide all traffic signing, site preparation, and finish work while coordinating work hours with the Contracting Officer at least 48 hours in advance, and the government will furnish subbase aggregate from a stockpile at the Juniper pit. The contract will be awarded using the lowest price technically acceptable evaluation criteria as a firm-fixed-price construction contract. Proposals are due September 12, 2025 at 10:00 am MDT, with a mandatory pre-bid site visit having been conducted on September 3, 2025.
This opportunity is designated as a total small business set-aside under NAICS code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45.0 million, and contractors must comply with Davis-Bacon wage rates with a minimum wage requirement of $15.00 per hour. The estimated project value ranges between $100,000 and $250,000, with a performance period of 60 calendar days after notice to proceed, though the solicitation documents also reference a 90-day period in some sections. Performance and payment bonds are required, and the contractor will be responsible for all mobilization costs and any repairs to project site access roads caused by their travel. The work will be performed on Bureau of Land Management lands in the Idaho Falls District, with the project utilizing government-furnished materials from the designated stockpile location. Only one contractor, Capson Construction from Blackfoot, Idaho, attended the pre-bid site inspection tour.
