About this opportunity
Naval Sea Systems Command seeks machining and re-cadmium plating services for ten pole cap units (Model 61744001, NSN 61744001) at its Portsmouth Naval Shipyard facility in Kittery, Maine, with quotes due October 9, 2026. The procurement is a total small business set-aside and has been amended; the RFQ, Instruction to Offerors (FAR 52.212-1), and Evaluation Criteria (FAR 52.212-2) reflect changes including one line removed from the statement of work.
Performance of work occurs at the contractor's facility; the government furnishes the ten pole cap units and pays shipping to the contractor and return freight to Portsmouth. Period of performance runs October 19, 2026 through October 18, 2027. The contractor must machine the bottom side of each pole cap flat within 0.005 inches and re-plate per ASTM-B633 Type-VI Class-3 specifications, maintaining minimum thickness of 0.595 inches. Technical drawings specify dimensional tolerances including overall length of 15.78 to 15.72 inches, width of 8.00 to 7.992 inches, and edge perpendicularity within 0.032 inches.
Award will be made on an "all or none" basis using tradeoff evaluation. Non-price factors—Experience (demonstrated relevant work within five years), Technical Capability (detailed approach, quality control, logistics, schedule), and Past Performance—are weighted equally and significantly more important than price. Proposals must include two relevant project examples and a detailed technical approach addressing cadmium removal safety, machining processes, quality control, material handling using government-provided crates, and realistic schedule.
Contractors must be registered in SAM, submit a Government Property Management System Plan per FAR 52.245-1, and comply with Service Contract Act wage determinations (Wage Determination 2015-4815, Revision 36, August 12, 2026 for York County, Maine). DFARS and NAVSEA clauses address mercury exclusion, radiological indoctrination, yellow material restrictions, on-site safety, and CUI protection; an OPSEC plan is not required. Payment is FOB Destination via WAWF or Government Commercial Purchase Card. NAICS 332813, PSC K099.
