About this file

This is a Request for Quotation (RFQ) from Portsmouth Naval Shipyard for machining and re-plating services on ten (10) pole caps. The solicitation number is N3904026Q0070, with quotes due by September 23, 2026 at 12:30 PM EST. The Government will award a firm-fixed-price contract on an "all or none" basis to the responsible offeror whose offer represents the best value using a tradeoff evaluation process. Vendors must be registered in the System for Award Management (SAM) database to be considered for award and may submit quotes via email.

The work scope requires contractors to remove cadmium plating from pole caps by machining the bottom side flat within 0.005" tolerance, then re-plate per ASTM-B633 Type-VI Class-3, ensuring pole cap thickness does not fall below the minimum of 0.595". The Government will ship materials to the contractor's facility and is responsible for return freight to Portsmouth Naval Shipyard. The period of performance runs from October 9, 2026 through October 8, 2027. Evaluation is based on four factors: Experience (demonstrating recent relevant work within five years), Technical Capability (detailed approach, quality control, logistics, and schedule), Past Performance (reviewed through Government records including SAM and CPARS), and Price. Experience and Technical Capability are weighted equally and more important than Past Performance; all non-price factors combined are significantly more important than price. Contractors must submit comprehensive proposals including two relevant project examples, a detailed technical approach addressing cadmium removal safety, machining processes, quality control procedures, material handling plans using government-provided crates, and a realistic project schedule. The RFQ includes extensive FAR, DFARS, and NAVSEA clauses addressing property management, government-furnished property responsibilities, safety requirements, environmental compliance (including mercury exclusion and radiological protocols), packaging standards, and payment procedures via WAWF or GCPC.

C-223-H003 EXCLUSION OF MERCURY (NAVSEA) (MAR 2019)

(a) Definitions. As used in this text:

Article means a manufactured item other than a fluid or particle: (i) which is formed to a specific shape or design during manufacture; (ii) which has end use function(s) dependent in whole or in part upon its shape or design during end use; and (iii) which under normal conditions of use does not release more than very small quantities, e.g., minute or trace amounts of a hazardous chemical, and does not pose a physical hazard or health risk to employees.

Boundary of containment means a continuous tight seal (barrier) to prevent the release of functional mercury during normal operation and maintenance. Examples include the exterior of a fluorescent lamp, glass capsule of a mercury switch, and container for mercury reagents. A double boundary of containment consists of two independent seals.

Functional mercury means mercury or mercury compound(s) contained in equipment that is required for the equipment to operate properly, such as that found in mercury switches, fluorescent lamps, flat-panel monitors, thermostats, thermostat probes, small coin type batteries, barometers, and dental amalgams.

Hardware means any article, container, piece of material, individual part, subassembly, assembly, component, or system to which mercury control requirements apply.

Mercury-free means hardware that does not contain functional mercury and is not contaminated by mercury or mercury compounds.

Portable means items that are frequently transported during normal operation. Desk lamps, shop lights, and hand-held instruments are considered portable, while bulbs in stationary light fixtures are not. In general, items that require transport only during maintenance, installation, and removal of the items are not considered portable.

(b) The Contractor, and all subcontractors and vendors, shall ensure that mercury or mercury containing compounds are not intentionally added to, or come in direct contact with, hardware or supplies furnished under this contract.

(1) The Contractor shall ensure that mercury and mercury compounds are not taken onboard naval vessels by

Contractor, subcontractor, or vendor personnel except for functional mercury used in batteries, dental amalgams, fluorescent lamps, flat-panel monitors, required instruments, sensors or controls, weapon systems, and chemical analysis reagents specified by the Naval Sea Systems Command (NAVSEA).

(2) Portable fluorescent lamps and portable instruments containing elemental mercury must be shock-proof in accordance with MIL-DTL-901E entitled Requirements for Shock Tests, H.I. (High Impact) Shipboard Machinery, Equipment, and Systems and have mercury enclosed by a double boundary of containment. Some devices with liquid crystal display (LCD) screens utilize a fluorescent bulb backlight to illuminate the LCD screen. No additional restrictions or controls apply to devices with LCD screens; however, the Contractor shall remove the LCD screen and seal it in plastic following any evidence that the backlight failed.

Please Provide FOB Destination Pricing Page 7 of 31

Plant Maintenance and Construction, submarine air systems, level I systems per NAVSEA Publication 0948-LP-

045-7010, NAVSEA Material Control Standard, or the submarine safety program (SUBSAFE) surfaces during maintenance or repair. Such hardware is designated as mercury-free. The Contractor shall ensure that all other hardware that could be structurally degraded by contamination with elemental mercury or reactive mercury compounds is separated from it by sufficient distance, or boundaries of containment that effectively prevents contact in all but the most extreme circumstances.

(5) The Contractor shall check any hardware surfaces in the above systems which are known or suspected to have come in contact with mercury or mercury compounds for evidence of structural degradation and external mercury contamination. The existence of external mercury contamination can be determined following MIL-STD-2041D entitled Control of Detrimental Materials.

(6) The presence of mercury in a product may be determined by checking product labeling on material safety data sheets or safety data sheets. Chemical analysis is not required.

(7) The Contractor shall dispose of any mercury and mercury compounds in accordance with OPNAV Manual

(OPNAV M-5090.1) entitled Environmental Readiness Program Manual of 10 January 2014.

(8) If the use of mercury or mercury compounds cannot be avoided, a risk assessment and waiver request, if required, must be performed and submitted per the NAVSEA Hazardous Material Avoidance Process (T9070-AL-

DPC-020/077-2). For systems covered by the NAVSEA Manual NAVSEA 0989-064-3000 entitled Cleanliness

Requirements for Nuclear Propulsion Plant Maintenance and Construction, submit the risk assessment and waiver request, if required to Nuclear Propulsion (NAVSEA 08).

(c) In all cases where mercury or a mercury compound has contacted hardware surfaces required to be mercury-free the Contractor shall immediately provide a report to the NAVSEA Dry Environmental Systems and Hazardous

Materials (NAVSEA 05P5) via the cognizant contract administration safety office. Reports concerning systems covered by NAVSEA Manual 0989-064-3000 must include NAVSEA Nuclear Propulsion Directorate (SEA 08) in the distribution. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. (NOV 2022)

(a) "Organizational Conflict of Interest" means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person's objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage. "Person" as used herein includes Corporations, Partnerships, Joint Ventures, and other business enterprises.

(b) The Contractor warrants that to the best of its knowledge and belief, and except as otherwise set forth in the contract, at the time of execution of this contract the Contractor does not have any organizational conflict of interest(s) as defined in paragraph (a).

The notification shall include a description of the actual or potential organizational conflict of interest, a description of the action which the Contractor has taken or proposes to take to avoid, mitigate, or neutralize the conflict, and any other relevant information that would assist the Contracting Officer in making a determination on this matter. Notwithstanding this notification, the

Government may terminate the contract for the convenience of the Government if determined to be in the best interest of the Government.

(d) Notwithstanding paragraph (c) above, if the Contractor was aware, or should have been aware, of an organizational conflict of interest prior to the award of this contract or becomes, or should become, aware of an organizational conflict of interest after award of this contract and does not make an immediate and full disclosure in writing to the Contracting

Officer, the Government may terminate this contract for default.

(e) If the Contractor fails to take action required by this requirement, or required by the Contracting Officer upon receipt of the Contractor’s disclosure required by paragraph (c), the Government may terminate this contract for default.

(f) The Contracting Officer's decision as to the existence or nonexistence of an actual or potential organizational conflict of interest shall be final.

(g) The Contractor shall promptly notify the Contracting Officer, in writing, if it has been tasked to evaluate or advise the Government concerning its own products or activities, those of its subcontractors, those of one of its prime contractors (to which the contractor is a subcontractor), or those of a competitor in order to ensure proper safeguards exist to guarantee objectivity and to protect the Government's interest.

(h) The Contractor shall include this requirement in subcontracts of any tier which involve access to information or situations/conditions covered by the preceding paragraphs, substituting "subcontractor" for "contractor" where appropriate.

(i) The rights and remedies described herein shall not be exclusive and are in addition to other rights and remedies provided by law or elsewhere included in this contract.

FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Addendum)

(a) GENERAL

Offerors are required to submit a comprehensive proposal that demonstrates a thorough understanding of the requirements outlined in the Statement of Work (SOW) for the machining and re-plating of the Main Pole Caps.

Proposals shall be organized in separate volumes/sections corresponding to each evaluation factor outlined below.

(b) FACTOR 1 – EXPERIENCE PROPOSAL CONTENT

Offerors shall submit documentation of two (2) contracts or projects that demonstrate recent and relevant experience in performing the major tasks required in the SOW.

Recency: Contracts or projects are considered recent if performance occurred within the last five (5) years from the issuance date of this solicitation.

Relevance: Contracts or projects are considered relevant if they involve precision machining of low carbon steel to tight tolerances (flatness within .005" and strict post-machining thickness controls), safe removal/stripping of cadmium plating, and/or electroplating in accordance with ASTM-B-633 (or equivalent defense plating specifications).

Required Submission Information: For each contract or project submitted, the offeror shall provide:

Customer/Client organization name and point of contact information (name, phone number, and email address).

Contract or project number, title, and dollar value.

Period of performance (provide start and completion dates by month and year).

A narrative description of the specific work performed and a clear explanation of how the project is relevant to the technical tasks detailed in this SOW.

(c) FACTOR 2 – TECHNICAL PROPOSAL CONTENT

The technical proposal must, at a minimum, include the following sections directly addressing the requirements of the

SOW:

N39040-17-T-

Please Provide FOB Destination Pricing Page 16 of 31

Technical Approach:

Provide a detailed narrative of the process for safely removing the existing cadmium plating from the pole caps in compliance with all applicable safety and environmental regulations.

Describe the specific machining process, tooling, and equipment that will be used to machine the bottom side of the pole caps flat within .005".

Detail the methodology and measurement techniques for ensuring the pole cap thickness is not machined to less than the minimum required thickness of .595".

Provide a detailed plan for re-plating each pole cap in strict accordance with ASTM-B-633 Type VI Class 3.

Quality Control Plan:

Submit a comprehensive quality control plan detailing the inspection, testing, and verification procedures that will be implemented to ensure all machining tolerances and plating specifications are met for every pole cap.

Logistics and Material Handling Plan:

Confirm the ability and plan to use the government-provided custom crates for the return shipment of all pole caps to

Portsmouth Naval Shipyard.

Describe the process for handling, segregation, and return of any unused or unacceptable materials back to the shipyard.

Proposed Schedule:

Provide a project schedule detailing the timeline from receipt of the pole caps to the final delivery of the re-plated units, accounting for the phased return delivery requirement.

(d) FACTOR 3 – PAST PERFORMANCE

Evaluation procedures apply in accordance with Government records (SAM, CPARS, SPRS, FAPIIS, and PDREP).

Offerors are not required to submit separate past performance references with their proposal; however, offerors may include a brief narrative explaining any adverse past performance information found in these databases, including corrective actions taken.

(e) FACTOR 4 – PRICE PROPOSAL CONTENT

The price proposal shall include:

A firm-fixed price for all labor, materials, equipment, and processes required to complete the machining and re-plating of the base quantity of 10 Main Pole Caps as specified in the SOW as well as return shipment of pole caps to PNSY.

52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (OCT 2014)

(a) BASIS FOR AWARD

The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, represents the Best Value to the Government using a tradeoff process (in accordance with FAR Part 12 and FAR Part 15). The Government may award to a higher-rated, higher-priced

N39040-17-T-

Please Provide FOB Destination Pricing Page 17 of 31 offeror where the Contracting Officer determines that the technical superiority or lower performance risk of the offeror warrants paying a price premium.

Relative Importance: Factor 1 (Experience) and Factor 2 (Technical Capability) are of equal importance, and each is more important than Factor 3 (Past Performance). All non-price evaluation factors (Factors 1, 2, and 3), when combined, are significantly more important than Factor 4 (Price). As proposals become more equal in their non-price ratings, Price will become increasingly important in the award determination.

(b) EVALUATION FACTORS FOR AWARD

Offers will be evaluated against four (4) factors:

Factor 1: Experience

Factor 2: Technical Capability

Factor 3: Past Performance

Factor 4: Price

(c) FACTOR 1 – EXPERIENCE

The Government will evaluate the offeror's demonstrated recent and relevant experience based on the two (2) submitted project/contract examples:

Recency: Contracts or projects are considered recent if performance occurred within the last five (5) years from the solicitation issuance date.

Relevance: Contracts or projects are considered relevant if they involve precision machining of low carbon steel to tight tolerances (.005" flatness and thickness controls), safe removal/stripping of cadmium plating, and/or electroplating in accordance with ASTM-B-633 (or equivalent aerospace/defense specifications).

The evaluation will assess the degree of similarity in scope, magnitude, complexity, and technical processes to the requirements of the SOW.

(d) FACTOR 2 – TECHNICAL CAPABILITY

The Government will evaluate the offeror’s technical proposal to determine the extent to which it demonstrates a clear understanding of the requirements, presents a sound and realistic operational methodology, and minimizes risk.

The evaluation will focus on:

Technical Approach: The adequacy and credibility of methods for safe cadmium stripping, precision machining to achieve flatness within .005", maintaining post-machining thickness at or above .595", and plating compliance with

ASTM-B-633 Type VI Class 3.

Quality Control Plan: The thoroughness of inspection, testing, and verification procedures implemented to ensure all

SOW tolerances and plating specifications are met for every unit.

Logistics and Material Handling Plan: The feasibility and clarity of plans to utilize government-provided custom crates, segregate and return any unacceptable/unused materials, and execute the required phased shipments.

Proposed Schedule: The realism, completeness, and feasibility of the timeline from receipt of raw units through final delivery.

(e) FACTOR 3 – PAST PERFORMANCE

Please Provide FOB Destination Pricing Page 18 of 31

Past Performance will be evaluated in accordance with Government records obtained from SAM, CPARS, SPRS, FAPIIS, and PDREP. The Government will assess the offeror’s record of conforming to contract specifications, standards of workmanship, adherence to delivery schedules, and general business relations on recent and relevant efforts.

Note: In accordance with FAR 15.305(a)(2)(iv), an offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably and will receive a "Neutral" rating.

(f) FACTOR 4 – PRICE

The Government will evaluate price proposals for completeness and reasonableness.

Total Evaluated Price: The total evaluated price will be calculated as the sum of the firm-fixed price for the base quantity of 10 Main Pole Caps.

52.245-1 Government Property.
