About this opportunity

The Department of the Air Force Air Education and Training Command is soliciting proposals for traffic light repair services at Maxwell Air Force Base in Alabama under project PNQS 25-1844. The work involves removing existing traffic signals, controllers, and associated equipment while retaining current inductive detector loops and poles, then installing new traffic signals, controls, and devices at three intersections: Mitchell Street vs. Selfridge Street, Mitchell Street vs. Maxwell Boulevard, and Pine Street vs. Maxwell Boulevard. Contractors must equip intersections with Opticom-compatible sensors for emergency vehicle priority, install traffic data capturing capability, coordinate electrical work with Cooperative Utility Services, and provide training on traffic signal operations. The solicitation was recently amended to extend the proposal deadline to August 26, 2025 at 3:00 PM and remove all concrete and paving work from the project scope. Award evaluation will be based on technical acceptability and price using FAR 15.404-1 price analysis techniques.

The estimated project magnitude ranges between $100,000 and $250,000, with no incumbent contractors specifically identified in the documentation. The performance period is 240 calendar days from notice to proceed, with liquidated damages of $834 per day for delays beyond the completion date. Work will be performed at Maxwell Air Force Base in Montgomery, Alabama, during normal working hours, and contractors must provide performance and payment bonds within 10 calendar days after award. A mandatory site visit was conducted on August 11, 2025, and the contract will be awarded as a firm-fixed-price agreement covering comprehensive traffic signal system upgrades across the three designated base intersections.
