About this file

This document is a Questions and Answers (Q&A) file for the PNQS 25-1844 Repair Maxwell Traffic Lights project at Maxwell Air Force Base in Alabama. The Q&A addresses six key technical questions regarding the traffic light repair project, including cabinet specifications, signal head mounting, intersection phasing, preemption requirements, and signal configuration. Notable clarifications include acceptance of Astro brackets for mast arm signal mounting, confirmation of one fire truck preemption access, and approval of flashing yellow arrow configurations for left turn signals, with the understanding that all modifications must comply with current codes and regulations.

The associated federal contract opportunity is a solicitation by the Department of the Air Force Air Education and Training Command, with an estimated project value between $100,000 and $250,000. The project requires a contractor to furnish labor, equipment, and materials to complete traffic light repairs across designated areas, strictly adhering to contract specifications and drawings. The scope involves comprehensive traffic light system upgrades at Maxwell AFB, with specific attention to intersection signal configurations, mounting techniques, and regulatory compliance.

PNQS 25-1844 Repair Maxwell Traffic Lights Questions and Answers

1. Question: Can all cabinets be a P36? There isn't a need for more space in these cabinets. Entry gate and Selfridge were P44s. If they change to P36, the foundations will need to be redone.

Answer: Changing the cabinet size and redoing the foundation is cost prohibitive. Specs will remain as written. The government does not agree that the foundation must be redone, even with shorter cases. The new cabinet can be centered over the existing foundation openings from the larger model, with additional set screws if needed. Full removal and repour are not necessary.

2. Question: Can we include an Astro bracket that is meant for mast arms in this bid? This will be used on the signals that are on a mast arm. It is the safe thing to do so they aren't swinging in the wind during a storm. If so, please include how many signals and which are attached to mast arms.

Answer: Per the specifications, all signal head installations shall adhere to manufacturer-recommended methods. If the use of Astro Brackets is specified or recommended by the manufacturer for proper mounting, they shall be included in the bid for the 17 signal heads located at the intersections of Maxwell vs. Mitchell (8 heads) and Maxwell vs. Pine (9 heads). If an alternative mounting method is proposed, it must be an approved equivalent that complies fully with applicable codes, standards, and regulations.

3. Question: Can the lights at Mitchell / Maxwell be rephased? It's currently 2 and needs 4.

Answer: Per specifications, the new installation of the traffic lights and controls must be code and regulation compliant. The regulation addressing the necessity of this intersection to have 4 phases would require this change.

4. Question: For preemption, how many fire trucks will need access/signal?

Answer: One.

5. Question: Do the poles need to be painted? If so, what paint is recommended for galvanized steel?

Answer: There is no mention of pole work/painting requirements within the specifications.

6. Question: Can we change from the dog house style light? Most agencies are changing to left turn Flashing Yellow Arrow configurations for the safety and efficiency benefits. Flashing yellow arrow operations are preferred over dog house left turns because they are safer (eliminate left turn traps), are more intuitive and instructive, allow for protected only and protective permissive operations by time of day. (see attachment) Answer: The new installation of the traffic lights and controls must be code and regulation compliant. The regulation addressing the need for a flashing left arrow as opposed to a doghouse dictates the requirement for this change. Reviewing the attached documentation, the typical position and the 2nd Typical arrangement (3-section head) for the light are acceptable (if used.)
