About this opportunity

The Bureau of Indian Education, Department of the Interior, is soliciting preventive maintenance and water treatment services for mechanical and water treatment systems at Southwestern Indian Polytechnic Institute (SIPI) in Albuquerque, New Mexico. The contract encompasses comprehensive preventive maintenance, inspection, testing, reporting, and 24/7 emergency call-back services for eight boilers, two domestic water heat exchangers, three water softeners, one reverse osmosis system, two chemical feed systems, one cooling tower, and one chiller located across three campus buildings. Offerors must demonstrate technical capability including equipment expertise, experience in preventive maintenance and water treatment services, and key personnel with at least three years of relevant experience, along with the ability to meet the performance schedule during standard work hours (Monday–Friday, 7:00 a.m. to 5:00 p.m. MST). Evaluation will be based on three primary factors: technical capability, past performance on similar projects within the past three years, and price, with all pricing to be all-inclusive of state and local taxes. Quotes are due electronically by 2:00 p.m. Central Standard Time on March 12, 2026, to Contracting Officer Jeff Morris at jeff.morris@bie.edu, with work commencing April 1, 2026.

This solicitation is set aside 100% for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act, requiring offerors to self-certify their IEE eligibility at the time of offer submission, contract award, and throughout the contract term. The contract is structured as a firm fixed-price agreement with a base year from April 1, 2026, through March 31, 2027, followed by four optional one-year renewal periods extending through March 31, 2031. The contract duration spans two phases: Phase 1 comprises 90 calendar days from Notice to Proceed for comprehensive inspection and functional assessment, while Phase 2 covers annual preventive maintenance and water treatment services beginning 30 days after Phase 1 completion. Work will be performed at SIPI in Albuquerque, New Mexico, with contractor personnel potentially requiring background investigations due to contact with Indian children. All contractor work must comply with OEM manuals, ASME, NFPA, OSHA, NEC, and Bureau of Indian Education standards, and contractors must maintain manufacturer certifications from Aerco, Carrier, RBI, and Cascade, with subcontracting limited to 50% of supplies and services.
