RFQ #140A2326Q0040 Summary
This Request for Quote (RFQ) solicits preventive maintenance and water treatment services for mechanical and water treatment systems at Southwestern Indian Polytechnic Institute (SIPI) in Albuquerque, New Mexico. The solicitation is set aside 100% for Indian Small Business Economic Enterprises (ISBEEs) and is administered by the Bureau of Indian Education (BIE), Department of the Interior. The contract type is firm fixed price, with a base year running April 1, 2026 through March 31, 2027, followed by four one-year option periods extending through March 31, 2031. The product/service code is J046 (maintenance/repair/rebuild of water purification and sewage treatment equipment), and the NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million. Quotes are due by 2:00 p.m. Central Standard Time on March 12, 2026, and must be submitted electronically to Jeff Morris, Contracting Officer, at jeff.morris@bie.edu.
Evaluation will consider three primary factors: technical capability of the quoted service (including equipment, experience in preventive maintenance/water treatment services, and key personnel with at least three years of experience, plus ability to meet the performance schedule); past performance (within the past three years, considering similar scope and magnitude of effort); and price (all-inclusive, including state and local taxes). Offerors must complete and return completed attachments demonstrating ISBEE status/certification (Attachments 2 and 3) with their quotes. The solicitation incorporates numerous FAR clauses, DIAR clauses, and custom requirements including electronic invoicing through the U.S. Treasury's Invoice Processing Platform (IPP), background investigations for contractor personnel with contact to Indian children, and restrictions on subcontracting per FAR 52.219-14. Contract pricing must include all applicable federal, state, and local taxes and duties.
