About this opportunity
The USDA Forest Service is procuring HVAC system replacement services for two tree coolers located at the Ksanka Ranger District on the Kootenai National Forest in Montana. The project involves replacing antiquated HVAC systems that are no longer manufactured, cannot be easily repaired, and have been defunct for years with new Trenton brand outdoor condensing units and indoor evaporator coils that maintain temperatures between 32-34 degrees using R-448A refrigerants. Contractors must hold Montana State refrigeration licensing and ensure compliance with Buy American Act requirements, while providing a one-year labor warranty on all work performed. The solicitation references evaluation criteria detailed on pages 34-36 of the attached documents, though specific scoring methodology is not elaborated in the summary materials. The original response deadline of June 10, 2025 was extended to June 13, 2025 through Amendment 0001, with the contract period of performance running from June 16, 2025 to May 1, 2026.
This opportunity is designated as a Total Small Business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million, though no specific contract value or budget range is disclosed in the available documentation. The work will be performed at two distinct locations in Montana: the Eureka Tree Cooler and the Murphy Lake/Fortine Tree Cooler, with contractors required to submit separate pricing for each location as individual line items. No incumbent contractors are identified in the solicitation materials. The project timeline spans approximately 10.5 months from contract award through completion, allowing contractors sufficient time to procure specialized equipment and complete installation work during appropriate seasonal conditions. Technical inquiries should be directed to the contracting point of contact at pamela.baltz@usda.gov, while amendment acknowledgments must be returned to jean.keithley@usda.gov.
