About this opportunity

The U.S. Army Contracting Command (ACC) Aberdeen Proving Ground is issuing a Request for Information (RFI) for a Vehicle Mounted Electromagnetic Support and Electronic Attack (ESEA) System. This procurement seeks mature, commercial off-the-shelf (COTS) or government off-the-shelf (GOTS) electromagnetic warfare (EW) systems capable of delivering sensing and attack capabilities from a vehicle platform. Respondents must be verified Cleared Defense Contractors with a Facility Clearance Level of SECRET or higher, as this is a classified procurement marked at the SECRET level. The RFI is classified at the SECRET level and is issued solely for information and planning purposes, with no guarantee of a future contract award or formal solicitation. The critical deadline for submission is 3:00 PM Eastern Standard Time on December 18, 2025, and respondents must complete Annexes A, B, and C by December 11, 2025, to receive classified documentation. Potential contractors should submit a 15-page white paper detailing system capabilities, technology readiness level, availability, experimentation data, cost, training, and technical specifications.

This procurement carries no small business set-aside designation and does not identify any incumbent contractors or award value ranges. The government seeks systems capable of delivery within 30 to 60 days of funding authorization, indicating urgent operational requirements. Respondents will be evaluated on their ability to meet technological and operational specifications, though the RFI explicitly states that all information submitted is voluntary and the government will not compensate respondents for costs incurred in developing their responses. The procurement falls under NAICS code 334511 (Computer and Electronic Product Manufacturing) and PSC code 5865 (Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment). This RFI serves as a market survey and acquisition strategy development tool, and interested parties should note that submission does not obligate the government to issue a subsequent Request for Proposal or award a contract.

Notice text

This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or contract award in the future. No formal solicitation package is available. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.

Interested parties may identify their capability to meet all or portions of the RFI by submitting: a white paper, technical data, qualification and certification test data, logistics documentation and/or past performance data by shipping materials to the address listed in the “RESPONDING TO THIS RFI” section of this document.  This data must be provided to this office no later than 3:00 PM Eastern Standard Time on 18 December 2025.   Only responses received by this date will be considered.
