About this opportunity
The U.S. Air Force Air Mobility Command is soliciting rental vehicle services to support the United States Special Operations Command's SOF Week conference scheduled for May 14-23, 2026. The requirement encompasses 12 total vehicles comprising three 12-passenger vans, three 7-passenger vans, five full-size luxury SUVs (Chevy Suburban or equivalent), and one full-size car, all of which must be delivered to MacDill Air Force Base by May 14, 2026 at 9:00 AM EST and picked up by May 23, 2026 at 12:00 PM. Vendors must submit quotes by May 1, 2026 at 10:00 AM ET to the Contract Specialist and Contracting Officer via email, with quotes remaining firm for 60 calendar days. Award will be made to the lowest-priced, technically acceptable vendor based on a two-factor evaluation consisting of technical acceptability (acceptable/unacceptable rating) and price, with the government evaluating quotes in ascending price order and ceasing evaluation once two technically acceptable quotes are identified. All vehicles must be fully functional with zero maintenance indicator lights, functioning air conditioning and heating, clean interiors, and full fuel tanks at delivery.
This is a 100 percent small business set-aside under NAICS code 532111 (Passenger Car Rental) with a $47.0 million size standard, with no incumbent contractor identified in the solicitation documents. The contract will be fully funded at the time of award, though the specific award value is not disclosed in the solicitation. The Statement of Work indicates the government will provide licensed military drivers and will not reimburse contractors for additional equipment, pre-paid fuel, or insurance beyond the government administrative rate supplement. All vendors must be registered in the System for Award Management (SAM), and the place of performance is Tampa, Florida at MacDill Air Force Base. The government reserves the right to cancel the solicitation without obligation to reimburse offerors for costs and intends to award without conducting discussions, though it retains the discretionary right to do so.
