Vehicles will be used for transportation of SOF Week attendees between the airport, conference hotel, and MacDill AFB, and will be stored on base when not in use. The U.S. Government will provide licensed military drivers; a contractor representative is not required onsite for key acceptance or return. The contract will be fully funded at award. The Government will not pay for additional equipment, pre-paid fuel, or insurance above the government administrative rate supplement (GARS). The statement includes a requirement that contractors shall not use Class I Ozone Depleting Substances in any service or product provided under this contract.

Statement of Work United States Special Operations Command

(USSOCOM) 2026 - SOF Week Transportation

1.0 Background: United States Special Operations Command (USSOCOM) will be hosting the SOF Week May 14, 2026 to May 23, 2026. The SOF conference is the sole conference that convenes the broader Special Operations Forces (SOF) community, bringing together SOF commanders, senior enlisted leaders (SEL) and international interagency partners from around the world.

2.0 General requirements. Rent three 12 passenger vans, three 7 passenger vans, five full size black luxury-level SUVs (i.e. Suburbans), and 1 full size car to use in Tampa, Florida on MacDill Air Force Base (MAFB), Florida. The contractor will provide the requested services below. Each van will have driving times and mileage that may vary depending on day of week. The vans will be used to pick-up and drop-off SOF Week attendees to and from the airport, their lodging during the conference, and the hotel of the conference. The vans will be stored at MacDill AFB when not in use. Vehicle turn-in to rental agency will be at varying fuel levels and not maintained to the full tank standard.

3.0 Specific requirements. Three 12 passenger vans, three 7 passenger vans, five full size black luxury-level SUV, and 1 full size car for transportation for distinguished visitor use in support of SOF, rented using the U.S Government Rental Car Agreement. Each vehicle shall be fully functioning with zero maintenance requirements/indicator lights on, have air conditioning, heating, power steering/brakes, clean and a full tank of gas. These will be fully funded at contract award. Vehicles should be delivered to the MacDill Air Force Base Visitors Center NLT Thursday, 14 May 2026 at 9:00am EST. Vehicles should be picked up from the MacDill Air Force Base Visitors Center NLT Saturday, 23 May 2026 at 12:00pm.

3.1 Three (3) 12-Passenger Vans: For transportation between MacDill AFB, Airport and local Hotel Locations.

3.1.1 Thursday, 14 May 2026 – Saturday, 23 May 2025

3.2 Three (3) Full-Size 7-Passenger Vans: For transportation between MacDill AFB, Airport and local Hotel Locations.

3.2.1 Thursday, 14May 2026 – Saturday, 23 May 2025

3.3 Five (5) Full-Size Luxury-level SUV: For VIP and DV transportation between MacDill AFB, Airport and local Hotel Locations.

3.3.1 Thursday, 14May 2026 – Saturday, 23 May 2025

3.3.2 Luxury-level SUV with black exterior paint and leather/vinyl interior. Requesting captain chairs/bucket seats for the second-row seating. (Chevy Suburban or equivalent).

3.4 One (1) Full-Size Car: For transportation between MacDill AFB, Airport and local Hotel Locations.

3.4.1 Thursday, 14 May 2026 – Saturday, 23 May 2025

4.0 Drivers. The U.S. Government will provide licensed drivers on military orders to MacDill

AFB. Vehicles will be parked at maintained on MacDill AFB when not in service. POCs for key pickup will be Maj Andy Lark, Maj Bryant Wall, Ms. Whitney Mitchell, CPT Alonso Gonzalez, MSG Carlos Ruiz and Lt Col Patty Osborn. A representative from your firm will not need to be onsite to accept each key and return each key.

5.0 Government Furnished Property (GFP) and services. The U.S. Government will not pay for equipment, pre-paid fuel, additional insurance above the government administrative rate supplement (GARS) for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures, will be provided during the emergency.

Elimination Of Use Of Class I Ozone Depleting Substances (Ods) (Jun 2024)

(a) Contractors shall not:

(1) Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or

(2) Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.

(b) For the purposes of Department of the Air Force policy, the following products that are pure (i.e., they meet the relevant product specification identified in AFI 32-7086) are Class I ODSs:

(1) Halons: 1011, 1202, 1211, 1301, and 2402;

(2) Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC-114, CFC-115, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-216, and CFC-217, and the blends R-500, R-501, R-502, and R-503; and

(3) Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide.

[NOTE: Material that uses one or more of these Class I ODSs as minor constituents do not meet the Department of the Air Force definition of a Class I ODS.]
