About this opportunity
The Department of the Air Force Air Mobility Command is seeking a small business contractor to provide comprehensive Aircraft Corrosion Control Services at Travis Air Force Base. The requirement encompasses all management, tools, supplies, equipment, parts, and labor necessary to perform aircraft washing and cleaning services for C-5, C-17, KC-46, and C-130 aircraft in designated hangars and flightline locations. The contractor must comply with stringent environmental regulations, including California state and Bay Area Air Quality Management District requirements. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation method, with performance records deemed significantly more important than price. The pre-solicitation notice indicates the formal solicitation will be released on or after January 21, 2025, with prospective offerors required to be registered in SAM.gov.
The contract is a 100% small business set-aside under NAICS code 488190 with a $40.0 million size standard. The expected period of performance begins April 1, 2025, and includes a base year plus four option periods, with an additional 6-month service extension possible. Key performance metrics include completing C-5 aircraft washes within 24 hours, C-17 and KC-46 washes within 12 hours, and C-130 washes within 8 hours. Contractors must be prepared to initiate flightline washes within 2 hours of notification and maintain strict environmental controls and quality control procedures. While specific award value is not explicitly stated, the comprehensive nature of the services and multi-year contract structure suggests a significant potential contract value for the selected small business contractor.
