About this opportunity

The Department of the Air Force Air Mobility Command (60th Maintenance Group) is seeking a contractor to provide Aircraft Corrosion Control Services at Travis Air Force Base in California. The solicitation requires a comprehensive service provider to perform complete aircraft washes, mission readiness washes, clear water rinses, interior cleaning, and post-wash lubrication for multiple aircraft types including C-5, C-17, KC-46, C-130, and museum aircraft. Evaluation will use a tradeoff procedure where past performance is significantly more important than price, with offerors required to achieve a "Substantial Confidence" past performance rating and an "Acceptable" mission essential plan rating. Key dates include a mandatory site visit on February 13, 2025 at 10:00 AM PST, questions due by February 17, 2025 at 11:00 AM PST, and proposals due by February 26, 2025 at 12:00 PM PST. Contractors must maintain Secret security clearances and comply with strict environmental and quality control regulations.

The contract is a 100% small business set-aside under NAICS code 488190 with a $40 million size standard. The base contract period is one year (April 1, 2025 - March 31, 2026) with four one-year option periods and a potential 6-month extension. Current aircraft inventory includes 13 C-17s, 18 C-5s, 8 KC-46s, and 4 C-130s, with projected growth to 24 KC-46 aircraft by July 2027. The place of performance is Fairfield, CA 94535, with primary work locations in Hangar 811 and Hangar 818 at Travis Air Force Base. The contractor must provide all necessary labor, management, tools, equipment, and supplies to perform 24/7 aircraft corrosion control services, including operations on federal holidays. The service provider will be responsible for maintaining high-quality cleaning and maintenance standards while adhering to specific time requirements for different aircraft types, such as 24-hour completion times for C-5 complete washes and 12-hour times for other aircraft types.
