Could the Government please clarify whether these should be submitted as one document or four separate documents?Please provide 1 document for each section.
2PWSPWSNAIs the solicitation limited to the Aircraft Wash Crew, excluding the Wash Rack Facility Manager and Wash Crew Supervisor as referenced in AFMCI21-105?This solicitation seeks a service provider (SP) to furnish all labor, materials, and equipment required to perform aircraft and flightline wash services in accordance with (IAW) the Performance Work Statement (PWS). While the Government retains responsibility for Wash Rack Facility Management, the SP shall implement a housekeeping plan as detailed in Chapter 7.9 of the PWS. The SP will also assume the responsibilities outlined in AMCI 21-105, Chapter 3.11, "Wash Crew Supervisor Responsibilities," as the SP will be fulfilling the duties of the wash crew.
3PWSPWS Chapter 2, Sections 2.3 - 2.102.3 - 2.10The Government provides maximum elapsed time for specific tasks. Could the Government please confirm if these elapsed times correspond to man-hours?The listed elapsed times pertaining to specific services do not correlate with man hours. Those times are listed to provide a maximum amount of time alotted for the respective services to be accomplished.
4PWSPWS Chapter 2, Section 2.11.1Museum Aircraft Complete Exterior WashMuseum Aircraft Complete Exterior Wash does not have an elapsed time. Could the Government please provide this information?The maximum elapsed time for museum complete exterior washes is 2 hours. See PWS dated February 19, 2025.
5PWSPWS Chapter 2, Section 2.11.2Museum Aircraft Upper Surface WashMuseum Aircraft Upper Surface Wash does not have an elapsed time. Could the Government please provide this information?The maximum elapsed time for musuem aircraft upper washes is 1 hour. See PWS dated February 19, 2025.
6PWSPWS Chapter 2, Section 2.12.1Transient Spot WashTransient Spot Wash does not have an elapsed time. Could the Government please provide this information?The maximum elapsed time for transient spot washes is 1 hour per unit (200 ft. per unit). See PWS dated February 19, 2025.
7PWSPWS Chapter 10, Section 10.1SERVICE CONTRACT REPORTING10.1. Service Contract Reporting. "The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Corrosion Control Services via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://sam.gov. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30." QUESTION: WILL CONS PROVIDE HISTORICAL LABOR HOURS REPORTED EXPENDED ON THE CURRENT CONTRACT?Historic labor hours will not be provided.
8PWSPWS Chapter 10, Section 10.2SERVICE CONTRACT REPORTING10.2. Contractor Reporting Requirements: "For FY 25, contractors will begin reporting manpower data relating to the performance of services contracts into the System for Award Management. *Reporting Period: The reporting period for contractors in SAM generally is open from mid-October to January for reporting against the prior government fiscal year." QUESTION: WILL CONS PROVIDE HISTORICAL LABOR HOURS REPORTED EXPENDED ON THE CURRENT CONTRACT FOR FY 25?Historic labor hours will not be provided.
9PWSAppendix-CGovernment Furnished MaterialGovernment Furnished Material.
"C.1. Bench Stock Items/Materials. The government will allow the SP the use of CTK bench stock for use in performing this contract if required. C.1.1. The SP is responsible to supply basic office supplies required for daily operations such as printer paper, printer toner, pencils, pens, logbooks, folders, grease pencils, etc. C.2. Consumable/Miscellaneous Materials. Lubricants needed for execution of this contract such as Aircraft Grease will be provided by each Aircraft Maintenance Squadron for their respective airframes on an as needed basis." QUESTION: WILL USAF PROVIDE AIRCRAFT WASH SOAP AND ASSOCOIATED CONSUMABLES SUCH AS RAGS FOR THIS CONTRACT?Aircraft consumables are provided by the government. This includes soaps, lubricants, small hardware and other benchtock items as listed in Appendix C of the PWS. Consumables such as rags/scrubbing pads and any equipment/consumables not listed in the PWS will not be provided by the government.
10PWSAppendix-GAircraft Wash and Lubrication Historical and Projected Workloads.Aircraft Wash and Lubrication Historical and Projected Workloads. "G.1. Projected Workloads. The projected and historical workload is an estimate only, based upon the aircraft wash history at TAFB for Years 2021–2023 and the estimated needs of the Air Force with the current projected number of assigned aircraft at TAFB. The actual quantities incurred under any resulting contract may vary. G.2.1. Wash Frequencies, Historical (all aircraft). The following tables represent the actual recorded wash frequencies for each particular service during a month. NOTE: Historical WS-1 washes for C-130 aircraft: total 4 aircraft, washed twice a year, for a max total of 8 washes." QUESTION: 1) NO HISTORICAL WORKLOAD DATA IS PROVIDED FOR KC-46 AIRCRAFT WASHING AND LUBRICATION. DATA IS PROVIDED FOR KC-10 AIRCRAFT WHICH ARE NO LONGER IN USAF SERVICE. WILL THE ESTIMATED KC-46 WASH AND LUBRICATION WORKLOAD DATA BE THE SAME AS THE REPORTED KC-10? 2) IF NOT WILL KC-46 WORKLOAD DATA BE PROVIDED? 3) WILL THE NUMBER OF KC-46 AIRCRAFT INCREASE OVER THE LIFE OF THE PLANNED CONTRACT AND IF SO HOW SHOULD ADDITIONAL WASH AND LUBRICATION COST BE ADDRESSED?There is no pertinent KC-46 historical data to reflect in the PWS. Travis AFB is also still gaining additional KC-46's eventually culminating in 24 assigned KC-46's by July 2027. The data of 2024 will not add any insight to the amount of services required during this contract. The KC-10 data is not a reflection of the projected KC-46 workload. If the amount of services used exceed the amount set aside for the respective option years due to additional aircraft, a modification may be done for addtional funding. KC-10 historical data has been removed from the PWS dated February 19 2025 as its no longer applicable to this contract.
11PWSSection HTravis Air Museum Wash ScheduleH.1. Schedule. The first (1st) month listed is a full wash, second (2nd) month is an upper wash only, third (3rd) month is a full wash and fourth (4th) month is an upper wash only. The C-7 and C-47 will be washed twice per year. One wash will be a full wash and the other will be an upper wash only. Wash type will be at the discretion of Museum personnel. Table H.1 Travis AFB Museum FY24 Actual Workload. QUESTION: WORKLOAD DATA DOES NOT INCLUDE THE F-4 AND T-39 AIRCAFT NEAR THE MAIN GATE. ARE THESE AIRCRAFT INCLUDED IN THE WASH WORKLOAD?The F-4 and T-39 aircraft located near the hospital gate are excluded from the scope of aircraft washing services to be provided by the SP.

Ref PWS 9.4 Contractor Responsibilities, 9.4.5:

“This contract has been deemed a Cleared Contract. The contractor and employees must possess and maintain U.S. security clearances at the minimum classification level of “Secret.” The contractor shall conduct the necessary background investigation(s), including a Tier 3 Investigation, and assume the cost for these investigations. The contractor and employees shall not possess or handle classified materials in the execution of this contract.” 1.) Clarification Request: “The contract has been deemed a Cleared Contract.”

It is our understanding that a contract is considered “cleared” when it requires access to classified information and includes a DD254 issued by the government customer. However, the statement “the contractor and employees shall not possess or handle classified materials in the execution of this contract” seems contradictory. According to 32 CFR Part 117 (NISPOM Rule), security clearances are based on the necessity to access or handle classified materials.

a) Can you please clarify if this contract is indeed a cleared contract?The contract provides wash and cleaning services to the various active and static aircraft belonging to and in-transit through Travis Air Force Base. The contractor is required to work on and near the flightline, which contains areas that are Restricted and can only be accessed by those with Restricted Area Badges (RAB). The contractor will occasionally work with Controlled Unclassified Information. The contradictory statement "the contractor and employees shall not possess or handle classified materials in the execution of this contract" has been removed. See PWS dated February 19, 2025.
132.)If the contract is deemed a cleared contract, it will require the issuance of a DD 254 or a public trust/suitability contract as per 32 CFR Part 117 (NISPOM Rule).
a) Can you confirm if a DD 254 will be incorporated into this contract and when we should anticipate an amendment for the inclusion of the DD 254 form?This contract requires a DD Form 254 due to the potential for contractor personnel to access classified materials. Paragraphs 9.13/9.4.5 of the PWS states that the DD Form 254 is required for this contract and the contract is "cleared."

3.)Clarification Request: “The contractor shall conduct the necessary background investigation(s) to include Tier 3 Investigation and assume the cost of said investigation(s).”

It is our understanding that contractors do not conduct security clearance investigations; only the U.S. government does. Tier 3 investigations for SECRET clearances are conducted by DCSA and initiated by the government sponsor, not the contractor.

a) If the government does not sponsor the contractor for a Facility Clearance (FCL), how can the contractor be required to conduct Tier 3 Investigations independently without the issuance of a DD 254?A DD254 will be issued, the contractor is expected to obtain the necessary investigation at no cost to the government.
15PWSAppendix GSection 1 pg 521.) Looking at the historical data, can you please clarify the total number of aircraft per airframe that are assigned to Travis AFB (i.e., C-5-15, C-17-15, KC-46-15, C-130 -15)?13 C-17's, 18 C-5's, 8 KC-46's, and 4 C-130's from Moffet ANG as of Feb 19, 2025.
16SF1449Pricing ScheduleCould the government explain what cost would be priced in this item? Would the government consider changing the unit of issue to month?We are asking for prices per deliverable and the totals in the right column. Price per month is no possible since it is not specific enough
17PWS2.2.1Complete C-5 Wash, WS-1If maintenance delays the aircraft from being relased to the SP at 0800 to surpass the 0900 cutoff, and the aircraft wash is rescheduled or canceled, is there an mechanism in place to allow for compensation for having a tow team there standing by and no washed performed that day? If there are no tow vehicles available prior tow, because of maintenance issues or fuel below the required level, does this situation fall under “maintenance delays”?The Government will not provide compensation for any delays. If the aircraft is not available to the service provider by 0900, the service provider has the sole discretion to proceed with the scheduled wash or reschedule at no cost to the Government.
18PWS2.5C-17 Other Scheduled ServicesOn #2 and #4 HSC washes, is the SP responsible to deploy the stabilizer struts, prep and clean the strut and strut wells, remove prep and stow struts. On the same #2 and #4 HSCs, is the SP responsible for removing ramp hinge belly panels and clean in that area?All wash and lubrication task will be performed IAW the applicable aircraft T.O's IAW Chapter 1.2 of the PWS. T.O. 1C-17A-2-12JG-10-1 PG. 2-112 addresses stabilizer strut cleaning for HSC's. 1C-17A-2-12-JG-10-1 PG. 2-150 also addesses lower ramp hinge panels during HSC.
19PWS2.5.260-Day Landing Gear Wash & Lubrication LS-1Is there a 24-hour notice for LS-1 jobs too? Similar to WS-1 senario; is there an mechanism in place to allow for compensation for having a crew in place and notice of cancellation is not given within a 12-hour notice of cancellations?60 Day Gear lubes are generally scheduled in advance as they are T.O. specific requirements. The SP will be provided with a monthly projection of scheduled WS-1 washes, which also includes projected LS-1's, as outlined in Paragraph 8.8 of the PWS. The Government will not provide compensation for short notice cancellations of scheduled services."
20PWS2.6.4Major Interior Cleaning FS-4When it states ADS Rails, do you mean the logistics rails? The ADS rails must be raised to clean under them. The ADS rails are only raised after a refurb prep is complied with.ADS/logistics rails will not be raised/removed during a flightline service "Major Interior Cleaning" FS-4. See PWS dated February 19, 2025.
21SF1449Pricing ScheduleCan the government clarify the items to be priced here and if there is a PWS referenced item or area to cover this, or is this a cume of the performance period CLIN total?The service provider will abide by everything within the PWS but will only be paid for the CLIN's within the contract i.e WS-1's, FS-1's, FS-2's, etc. Vendors are advised to price each CLIN accordingly to reflect their proposed value for the services provided.
